Project Engineering Manager (Gas Power Generation)

Position Overview

We are seeking a Project Engineering Manager (Gas Power Generation) - Civil, Environmental & Permitting to support large-scale power generation and renewable energy infrastructure projects, including gas turbine facilities integrated with solar and battery energy storage systems (BESS).

Key Responsibilities

  • Civil Engineering Design Lead coordination and technical oversight of civil engineering design activities performed by EPC contractors and engineering consultants.

  • Review and evaluate civil design deliverables, including: Site layouts, Grading and earthwork plans, Foundation interfaces, Roads and access systems, Underground utilities, Site development infrastructure.

  • Ensure civil designs meet project requirements, constructability standards, and environmental/permitting constraints.

  • Support optimization of site layouts and grading strategies to reduce environmental impacts, construction risks, and earthwork requirements.

  • Participate in design reviews, value engineering initiatives, and constructability assessments.

  • Hydrology, Drainage & Water Resources

    • Coordinate hydrology, drainage, and stormwater management studies supporting project development.
    • Review technical analyses including: Hydrologic and hydraulic studies, Floodplain assessments, Stormwater management plans, Erosion and sediment control plans, Drainage design packages.
    • Ensure water resource considerations are properly integrated into civil design and construction planning.
    • Develop and support mitigation strategies for flood risk, erosion, and surface water impacts.
  • Environmental Engineering & Permitting

    • Manage and coordinate environmental engineering and permitting activities for gas turbine power generation projects, including simple-cycle and combined-cycle facilities.
    • Oversee EPC contractors and environmental consultants responsible for: Environmental studies, Emissions calculations, Regulatory documentation, Permit applications.
    • Review environmental deliverables for technical accuracy, completeness, and regulatory compliance.
    • Manage permitting schedules and ensure alignment with project development and execution milestones.
    • Track permit conditions and ensure environmental requirements are incorporated into: Civil and plant design, Construction activities, Commissioning plans.
  • EPC Contractor & Consultant Management

    • Serve as the primary coordination lead for civil, environmental, and water resource activities with EPC contractors.
    • Define scopes of work, review technical proposals, and manage consultant performance.
    • Monitor quality, schedule, and budget performance of engineering and environmental deliverables.
    • Participate in: Engineering design reviews, Constructability reviews, Technical risk assessments, Support resolution of civil, environmental, and permitting challenges during project execution.
  • Regulatory & Stakeholder Coordination

    • Support communication with regulatory agencies and stakeholders regarding civil, environmental, and water resource approvals.
    • Aid in responses to regulatory comments, information requests, and stakeholder inquiries.
    • Support public consultation and disclosure activities when required.
  • Documentation, Reporting & Risk Management

    • Maintain organized project records, including: Permits, Technical studies, Design documentation, Regulatory correspondence, Compliance records.
    • Provide regular reporting on: Permitting progress, Civil design status, Environmental risks, Hydrology and drainage constraints.
    • Support development of project schedules, budgets, risk registers, technical reports, and due diligence documentation.

Qualifications

  • Required:

    • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
    • 5-10 years of experience supporting civil and environmental engineering activities for power generation or large industrial infrastructure projects.
    • Experience managing EPC contractors and engineering/environmental consultants.
    • Strong understanding of: Civil site development, Environmental permitting processes, Hydrology and drainage considerations, Industrial or power generation infrastructure.
    • Strong technical review, project coordination, and communication skills.
  • PREFERRED:

    • Experience with gas turbine, simple-cycle, or combined-cycle power generation projects.
    • Experience reviewing civil and environmental design packages during EPC execution.
    • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification.
