About the role

The Engineering & Technology (E&T) organization is seeking an experienced Project Engineering Manager to lead a team responsible for Ground Support Equipment (GSE) used in the assembly, integration, and test of spacecraft and missile systems. In this role, you will lead a team of Subject Matter Experts (SMEs) focused on developing new business proposals and delivering high-quality GSE solutions to Space Lines of Business (LOBs). You will guide the team through scoping, planning, and writing Basis of Estimates (BOEs) for GSE efforts that directly enable vehicle assembly, test, and launch operations. This position requires strong collaboration skills to build and maintain relationships with key partners across Product Centers, Assembly Integration & Test (AI&T), Operations, and GSE Talent Centers.

Responsibilities

  • Maintain and build relationships with Product Center, AI&T, Operations, and GSE Talent Centers to ensure effective communication and collaboration.
  • Coordinate new business activities within the Space LOBs, including identifying opportunities, developing and validating BOEs, generating top-level plans, and supporting Engineering Proposal Plans (EPPs).
  • Guide SMEs for GSE production, including Mechanical Ground Support Equipment, Electrical Ground Support Equipment, and Special Test Equipment.
  • Implement strategies for GSE estimating processes, reduce costs, and enhance the quality of BOEs.
  • Collaborate with cross-functional teams to ensure that GSE products meet customer requirements and are properly estimated to be delivered on time and within budget.
  • Think systemically, considering the entire project lifecycle and all interconnected components, to drive comprehensive and accurate end-to-end estimating.
  • Develop schedules and resource allocation plans for GSE new business.
  • Direct, coordinate, and exercise functional authority for planning, organizing, controlling, integrating, and completing engineering projects within the area of assigned responsibility.
  • Coordinate subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
  • Plan and formulate engineering programs and organize project staff according to requirements.
  • Assign project personnel to specific phases or aspects of projects.
  • Coordinate activities concerned with technical developments, scheduling, and resolving engineering design and test problems.

Requirements

  • Bachelor’s Degree in Engineering (or related technical field) or equivalent experience/combined education.
  • Final Top Secret clearance required prior to start.
  • Experience with new business activities and proposal development.
  • Experience with writing BOEs and justifications.
  • Ability to work in a fast-paced environment and prioritize multiple projects and tasks.
  • Experience in using project management tools, such as MS Project or similar.
  • Strong communication, presentation, and interpersonal skills.

Skills

  • Experience in the aerospace or defense industry.
  • Experience in working with Production Operations and/or AI&T.
  • Knowledge of Ground Support Equipment (GSE) production, expertise in one area: Mechanical, Electrical, or Special Test Equipment.
  • Experience with GenBoe tool.
  • Proficient in AI prompting as it applies to this position and practice.

Pay

Full-Time Salary Range: $118,000.00 - $219,100.00

For Washington state applicants only: Non-represented full-time employees accrue at least 10 hours per month of Paid Time Off (PTO) for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full-time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
