About the Role

Collins Aerospace, an RTX company, is seeking a Senior Engineer Project Engineer (PE) / Technical Program Manager (TPM) to lead an engineering team in developing and deploying mission-critical capabilities for the warfighter. This role is part of Collins Mission Systems, specializing in advanced communications systems, ground and flight computers, sensors, cyber and software solutions, and integration of Mission Systems. The candidate will work directly with military customers, engineering, and program management teams, collaborating with systems, hardware, and software engineers who are leaders in their fields.

Responsibilities

  • Serve as the primary technology and engineering focal point for leadership and the customer on various programs.
  • Guide engineering development in accordance with Management Systems, Engineering Process, requirements, budget, and schedule.
  • Develop and monitor project plans, schedules, and budgets for small to mid-size projects; adjust as needed to ensure adherence to established plans.
  • Provide Earned Value Management (EVM) analysis on assigned programs.
  • Lead development, planning, and execution of SETR events (PDR, CDR, TRR, etc.).
  • Define and manage technical risks & opportunities; develop and execute mitigation plans.
  • Provide guidance to multidisciplinary teams, lead effective working sessions and trade studies, and reinforce group values.
  • Influence policies, practices, and procedures within and outside the work area at an operational level.
  • Coach, review, and delegate work to lower-level professionals.
  • Work with resource managers to ensure appropriate project staffing.
  • Lead bid and proposal efforts, including TINA-compliant defense bids and writing Basis of Estimates (BOEs).

Requirements

  • Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
  • Well-organized with strong communication skills for interacting with engineering teams, leadership, and customers.
  • Experience in avionics systems development, verification/validation, and interfaces.
  • Experience utilizing and communicating programmatic earned value (EV) and as a Control Account Manager (CAM).
  • Experience in Project Management, Control Account Management (CAM), and earned value.
  • Experience in technical risk & opportunity management.
  • Proposal support experience, including writing Basis of Estimates (BOEs).
  • Familiarity with Agile processes/methodologies.
  • Understanding of engineering support for Systems Engineering, Software, Hardware, and Firmware development and collaboration.
  • Active and transferable Secret security clearance (required prior to start date).
  • U.S. citizenship (required for security clearance eligibility).

Preferred Qualifications

  • Experience leading teams with tools such as Microsoft Project, Confluence/JIRA.
  • Agile experience as a Scrum Master, Product Owner, or other Agile leadership roles.
  • Familiarity with bidding and project/task estimation tools (e.g., SEER products).
  • Competence in peer review processes, configuration, and change management.
  • Understanding of military concepts of operations or Data, Displays, and Controls.

Pay

The salary range for this role is $132,400 – $251,600 USD. The range is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including role, function, responsibilities, work experience, location, education/training, and key skills. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs, depending on the level of the position and whether it is covered by a collective-bargaining agreement.
