About the role
This is not an Information Technology engineer-focused position. This role is responsible for oversight of field-based projects, multidisciplinary utility projects from concept through design, permitting, construction, and commissioning. You will collaborate with engineers, field operations staff, regulatory agencies, contractors, and municipal partners to ensure delivery of high-quality, technically sound, and operationally reliable infrastructure.
Responsibilities
- Lead and coordinate large-scale utility capital projects, ensuring scope, schedule, budget, and technical quality requirements are met.
- Review engineering plans, specifications, technical submittals, and construction documents to identify conflicts, design gaps, constructability concerns, and operational impacts.
- Work closely with engineering consultants, operations staff, inspectors, and contractors to resolve technical issues and reach consensus on design or field changes.
- Provide technical evaluation of alternatives based on engineering analysis, operational realities, regulatory requirements, and long-term system needs.
- Coordinate construction activities that may affect ongoing utility operations, customer service, or system reliability.
- Work with operations, maintenance, and field crews to minimize disruptions, plan shutdowns, sequence work, and ensure safe and efficient implementation.
- Monitor construction progress, participate in field inspections, and verify adherence to approved plans and specifications.
- Identify project risks involving permitting, environmental compliance, safety, and regulatory exposure before they become significant issues.
- Cook with regulatory agencies (e.g., DEP, EPA, FDOT, municipalities) to ensure timely approvals, compliance, and communication.
- Serve as a primary liaison with contractors, consultants, and partner agencies.
- Facilitate resolution of disagreements among project participants by grounding discussions in technical data, field conditions, and operational requirements.
- Represent PCU’s interests and ensure contractual compliance, quality standards, and safety requirements.
- Develop, track, and manage project budgets; perform cost estimates and evaluate change orders.
- Maintain accurate project schedules, records, and documentation in utilities project management software.
- Prepare reports and updates for management on project status, risks, and milestones.
- Evaluate industry best practices, technologies, and emerging methods in utility engineering, construction, and operations.
- Participate as a technical contributor on cross-functional teams and internal working groups.
Requirements
- Experience: Technical and professional Utilities Operations, including at least one (1) year of lead or supervisory responsibility.
- Education: Degree in Engineering, Environmental Science, Information Technology, Economics, or related field.
- Experience: 8+ years relevant experience (no degree), Associate’s degree + 6+ years relevant experience, Bachelor’s degree + 4+ years relevant experience, Master’s degree + 2+ years relevant experience, Doctoral degree + some relevant experience.
- Certification: CAPM or equivalent certification required.
- License: Valid Florida driver’s license required.
- Physical/Mental Demands: Ability to work varied schedules during emergencies or special situations.
