About the role

We have an immediate opening for a Project Controls Manager for our Rail and Transit Sector. This position will interface closely with the Sector Manager, Project Managers, and Project Accountants to manage project accounting and financial operations reporting. The role also involves coordination with client stakeholders and project subconsultants to handle administrative tasks.

Responsibilities

  • Handle general finance matters in support of the New York/Northeast (NY/NE) Sector Manager.
  • Track and report the status of Accounts Receivable (A/R) and Work in Progress (WIP) for the NY/NE area.
  • Prepare input for financial forecasting and planning for the NY/NE area.
  • Review and track all Key Performance Indicators (KPIs) for the NY/NE area.
  • Support pricing and capture processes.
  • Coordinate with finance during the month-end close process to ensure accuracy and completeness of revenue and financial performance.
  • Generate NY/NE area reports (utilization, project status, financial, etc.).
  • Conduct project performance and budget analysis reviews.
  • Work directly with Project Managers to develop, implement, and manage project financial tracking and control systems using Earned Value Management (EVM).
  • Support Project Managers in an assigned segment of the business.
  • Review and recommend management of contract-specific requirements, including staffing expectations by project for titles/rate caps to optimize project profitability.
  • Review and recommend management of contract-specific requirements regarding payment terms, invoicing cycles, and invoicing requirements to reduce DSO, short-pays, and inaccurate/incomplete invoicing.
  • Foster billing and collections process setup at project inception to ensure client requirements and procedures are met, assign proper responsibility, and define action items/flow processes before the project starts.
  • Work with Operations, Accounting, and clients to track invoice progression and assist in reducing overall A/R and WIP DSO.
  • Recommend updates to project dashboards to increase visibility of project commercial performance.
  • Support project teams with project financial reporting, develop Cost-to-Complete (CTC) estimates, billing rate updates/escalation processes, invoicing, and collections.
  • Assist in contract administration, changes, subcontract administration, and change order development.
  • Prepare and edit documents, spreadsheets, and presentations as needed.
  • Meet regularly with project personnel to discuss support needs and become familiar with key clients’ billing, approval, and collections processes.
  • Assist with compilation of CTCs and project Estimates-to-Complete (EACs) monthly.
  • Coordinate and support overall area activities related to Business Development, Human Resources, Legal, and Finance.
  • Handle special projects as assigned.

Requirements

  • Bachelor’s degree in business/finance or engineering is preferred.
  • Minimum of 10 years of similar or related work experience required.
  • Minimum of 5 years’ experience in finance and/or project accounting.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Knowledge of A/E/C financial systems and business dashboards preferred.

Pay

The base compensation range for this position is $120,000 - $175,000 annually, with adjustments based on local market conditions. Final offers reflect each candidate’s unique skills, experience, education, and competencies.
