About the Role

TYLin, a globally recognized infrastructure consulting firm, is seeking a Project Controls Manager for its Rail and Transit Sector. This role will closely interface with the Sector Manager, Project Managers, and Project Accountants to manage project accounting and financial operations reporting. The position will also coordinate administrative tasks with client stakeholders and project subconsultants.

Responsibilities

  • Support general finance matters for the New York/Northeast (NY/NE) Sector Manager.
  • Track and monitor A/R and WIP for the NY/NE area.
  • Prepare input for financial forecasting and planning for the NY/NE area.
  • Review and track all KPIs for the NY/NE area.
  • Support pricing and capture processes.
  • Coordinate with finance for month-end close processes, ensuring accuracy in revenue and financial performance.
  • Generate NY/NE area reports on utilization, project status, and financials.
  • Conduct project performance and budget analysis reviews.
  • Work with Project Managers to develop and manage project financial tracking and control systems using Earned Value Management (EVM).
  • Review and recommend strategies for contract-specific requirements, including staffing expectations and payment terms, to optimize profitability.
  • Foster billing and collections processes at project inception to meet client requirements.
  • Track invoice progression and assist in reducing A/R and WIP DSO.
  • Recommend updates to project dashboards for improved visibility of commercial performance.
  • Support project teams with financial reporting, Cost to Complete (CTC) estimates, billing rate updates, invoicing, and collections.
  • Assist in contract administration, changes, subcontracts, and change order development.
  • Prepare and edit documents, spreadsheets, and presentations as needed.
  • Meet regularly with project personnel to discuss support needs and familiarize with client processes.
  • Assist with monthly compilation of CTCs and Estimates-to-Complete (EACs).
  • Coordinate and support Business Development, Human Resources, Legal, and Finance activities.
  • Handle special projects as assigned.

Qualifications

  • Bachelor’s degree in business/finance or engineering preferred.
  • Minimum of 10 years of similar or related work experience required.
  • Minimum of 5 years’ experience in finance and/or project accounting.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Knowledge of A/E/C financial systems and business dashboards preferred.
  • Strong communication skills, including verbal, written, and listening.
  • Demonstrated ability to interface effectively with corporate colleagues, clients, and stakeholders.

  • Experience collaborating in diverse and inclusive teams.

Pay

The base compensation range for this position is $120,000 - $175,000 annually, reflecting local market conditions and individual qualifications.
