Project Controls Manager – Infrastructure & Heavy Civil Construction
Compensation: $150,000 – $205,000 Base Salary | Location: Manhattan, NY
About the role
A leading heavy civil and infrastructure construction organization is seeking an experienced Project Controls Manager to lead cost, schedule, forecasting, and performance management across large-scale infrastructure projects. This individual will play a critical role in ensuring complex capital projects are delivered safely, efficiently, on schedule, and within budget.
The ideal candidate has extensive experience supporting major heavy civil or infrastructure projects valued at several hundred million dollars, with strong expertise in project controls, cost management, scheduling, earned value management (EVM), forecasting, and executive reporting. This is a highly visible role requiring close collaboration with project management, engineering, field operations, and executive leadership.
Responsibilities
Project Controls & Performance Management
- Develop, implement, and maintain comprehensive project controls systems for cost, scheduling, forecasting, progress tracking, risk management, and change management.
- Establish project control methodologies that ensure accurate project performance reporting throughout the project lifecycle.
- Monitor project performance and identify cost or schedule variances while recommending corrective actions.
Cost Management & Forecasting
- Develop and maintain project budgets, forecasts, and cost reporting.
- Prepare weekly, monthly, and executive-level project control reports.
- Perform cost analysis, forecasting, and earned value management (EVM) reporting.
- Monitor project financial performance and support cost recovery initiatives.
Scheduling & Planning
- Develop and maintain detailed project schedules utilizing Primavera P6 or equivalent scheduling software.
- Perform critical path analysis and schedule risk assessments.
- Monitor schedule performance and coordinate schedule updates with project teams.
- Support project planning activities from preconstruction through project completion.
Reporting & Analytics
- Develop executive dashboards and project reporting utilizing Power BI, Excel, and project controls software.
- Analyze project performance metrics and provide leadership with actionable business insights.
- Prepare presentations and reporting for executive leadership, clients, and external stakeholders.
- Support data-driven decision-making through KPI development and performance analytics.
Risk & Change Management
- Support project risk identification, analysis, and mitigation planning.
- Manage project change orders and evaluate cost and schedule impacts.
- Maintain project documentation supporting contract compliance and change management processes.
Cross-Functional Leadership
- Partner with Project Managers, Engineers, Superintendents, Estimators, Field Operations, and Executive Leadership throughout project execution.
- Ensure project controls processes align with company standards, client requirements, and contract specifications.
- Mentor and support junior project controls professionals while promoting best practices across project teams.
Requirements
Required
- Bachelor's degree in Construction Management, Civil Engineering, or a related field.
- 7+ years of Project Controls, Cost Engineering, Project Controls Management, or Cost & Schedule Management experience.
- Experience supporting large-scale heavy civil or infrastructure construction projects (highways, bridges, rail, utilities, water/wastewater, or similar).
- Strong experience managing project cost controls, forecasting, budgeting, scheduling, and reporting.
- Advanced proficiency with Primavera P6, Power BI, Microsoft Excel, Microsoft Project, Oracle Unifier, or similar project controls software.
- Experience with Earned Value Management (EVM), project forecasting, and performance reporting.
- Strong understanding of construction contracts, change orders, project controls methodologies, and field reporting.
- Excellent analytical, organizational, communication, and leadership skills.
Preferred
- Experience supporting large public infrastructure or capital improvement programs.
- Experience with Design-Build, GMP, Lump Sum, or CM at-Risk delivery methods.
- AACE Certified Cost Professional (CCP), Planning & Scheduling Professional (PSP), PMP, or similar certification.
- Experience mentoring junior project controls personnel.
- Experience utilizing Power BI for executive dashboards and project analytics.
Pay
$150,000 – $205,000 Base Salary
