About the role

Hanwha Qcells USA Corp (Qcells USA), headquartered in Houston, TX, specializes in providing utility-scale modules, solar photovoltaic (PV), and battery energy storage systems (BESS) project development, along with Engineering, Procurement, and Construction (EPC) services for solar and BESS projects nationwide. Qcells USA delivers comprehensive turnkey solutions encompassing the entire utility-scale project lifecycle. This role is responsible for leading various aspects and phases of projects related to commercial and contractual requirements, as well as developing and enhancing efficiencies and compliance in full project controls, including scope, cost, and schedule.

The Project Controls Manager supports operational and strategic engineering controls through process optimization, task planning, data-driven analysis, and comprehensive reporting. This position delivers insights to enable informed decision-making in complex, evolving business environments and presents findings to senior leadership as necessary. The role is based in Houston, TX, but maintains a remote or hybrid schedule, working from a home office and/or the Houston office. This position requires up to 30% travel.

Responsibilities

  • Develop and manage procedures and processes for project cost and schedule reporting.
  • Develop and review project schedules, cost estimates, bills of materials, budgets, scopes of work, standards, and quotes from suppliers.
  • Manage and organize information flow between designated projects and office teams.
  • Monitor multiple EPC projects simultaneously and manage risks.
  • Perform project cost and productivity analysis, as well as risk analysis.
  • Prepare weekly and monthly reports on engineering progress, schedule, and budgets per project, handling engineering project management systems, account master files, and Percentage of Completion (POC) in collaboration with project, engineering, and other teams.
  • Research market news to provide input for appropriate strategy and planning.
  • Coordinate project meetings for the EPC group.
  • Supervise technical planning for contract preparation and report on planning and technical design to the Head of Department (HOD).
  • Report the planning process to the client.
  • Prepare technical documentation in the quoting process.
  • Develop planning abilities and processes within the team.
  • Work with the team to develop and improve system standards.
  • Assist with technical training for other team members and new employees.
  • Define company processes and metrics, and plan and allocate resources across existing programs to ensure strategic alignment and needed technical training.
  • Build a quality culture of continuous improvement that enhances company efficiency and engineering quality.
  • Drive a safety culture that embraces both a "Responsibility to act" and "Show by Example" approach.
  • Supervise compliance with Hanwha Q CELLS project-specific standards and the requirements of the Hanwha Q CELLS quality management system.
  • Perform other duties and special projects as assigned.

Requirements

  • Degree in Electrical Engineering, Mechanical Engineering, or a related Renewable Energy field.
  • Minimum of 3 years of experience in EPC related to renewable energy projects.
  • At least 2 years in a leadership or management role, mentoring engineering teams.
  • Willingness to travel at least 30% of the time.
  • Experience working internationally.
  • Ability to motivate and develop others.
  • Excellent written and verbal communication skills.

Physical Demands

  • Stationary Position: Frequently remains stationary up to 90% of the time and sits up to 8 hours in a day.
  • Move/Traverse: Infrequently bends, stands, stoops, and/or walks.
  • Carry Weight: Infrequently carries weight and/or lifts objects (light to heavy) weighing up to 10 pounds.
  • Hearing and Speech: Frequently communicates with the ability to hear and talk on a regular basis with employees, coworkers, and all personnel matters; must exchange accurate information.
  • Sight: Frequent use of sight to detect images on computer, office documents, and office objects near and far.
  • Climb: Occasionally ascends/descends stairways to access office upper and lower floors.
  • Travel: Up to 30% as needed.

Work Environment

  • Regular professional, office business setting.
  • Noise level ranges from low to moderate (office setting) or moderate to high (construction worksite).
  • Under the Office Mobilization Plan (OMP) policy, the role may transition to an onsite or hybrid arrangement as determined by business needs.

The salary range for this position is influenced by a wide array of factors including but not limited to internal pay equity, skill set, education, licenses and certifications, geographic location, essential job duties and requirements, and necessary experience relative to the job’s minimum qualifications. The listed range pertains to candidates working in Irvine, CA. An additional discretionary bonus structure or incentives may be offered as part of the overall compensation package, in addition to medical, dental, and/or other benefits, dependent on the level and position offered.
