Project Controls Manager
About the Role
The Project Controls Manager will oversee a cost engineer and administrative staff handling the day-to-day transactional aspects of project controls. While this is a managerial position, the individual will also be expected to delve into details to resolve issues. Responsibilities include advising project executives, managers, and engineers on cost issues, reports, and strategy, as well as developing project-specific strategies, processes, and procedures to meet evolving project needs while ensuring alignment with the prime contract.
The role requires interaction with subcontractors, review of their data, and summarization of findings for the project management team. A client-facing role involves regular meetings with the owner’s site-based project managers and the owner’s project controls manager for financial reviews. The individual must achieve highly functional usage skills of CMIC, DPR’s Oracle-based project management, job cost, and accounting software, within four months.
Responsibilities
- Provide independent, objective advice to support the project team.
- Specialize in monitoring, tracking, and analysis of budgets and costs.
- Perform statistical analysis to indicate project health, trends, and potential risks or opportunities.
- Produce and present the external monthly report to the owner.
- Develop and manage the change order process.
- Support and advise the project accountant during billing.
- Check and test cost-related information and data.
- Provide on-site training on DPR best practices and dispute resolution.
- Produce the internal monthly status report.
- Oversee subcontract account management.
- Forecast labor, material, equipment, and other non-allowable costs, as well as cash flow.
- Handle owner reporting, including project metrics, graphs, and tracking logs.
- Monitor CMiC for accuracy, maintenance, and alignment with owner financial records.
- Develop ROM and budgeting quality control processes.
- Establish key performance indicators for MEP and other key trades.
- Communicate best practices to the team and hold on-site training as needed.
- Manage change orders compiled by project managers and engineers, including forwarding, negotiating, and resolving them with the owner.
- Track funding sources and drawdowns (actual vs. planned) and provide graphical representations.
- Provide contract administration advice on change orders, billing, payments, and time-related issues.
- Ensure governance and contract compliance.
- Resolve disputed or potentially disputed changes for scope and entitlement with the owner and subcontractors.
- Provide checks and balances for all cost-related matters.
- Perform QC of the final billing package before issuance to the owner and train staff on reviewing subcontractor billings.
- Manage, forecast, and monitor owner allowances, contingencies, and DPR cost-to-complete.
- Review and identify surplus funds or shortfalls in contract sums.
- Hold open discussions with project executives and the owner regarding savings or shortfalls trends.
- Liaise with scheduling resources to discuss the relationship between schedule updates and costs, ensuring relevant change orders are entered into the schedule.
- Assist with developing and structuring document control.
- Assist the project executive in preparing contract notices.
- Devise or improve the project controls filing structure.
- Assess team members’ training needs, set goals, and targets.
- Conduct technical meetings for internal and external representatives.
- Participate in staff appraisals.
Qualifications
- 10 years of experience, including on large, multi-phased construction projects.
- Proficient user of CMiC PM or similar project management software/cost database.
- Proficient in Microsoft Word and Excel.
- Good understanding of construction systems and sequence of construction.
- Experience in managing teams or individual staff members.
- Strong leadership, communication, and negotiation skills.
- Ability to chair and keep meetings on track.
- Technical and business writing skills.
- Knowledge of basic general contractor accounting practices.
- Working knowledge of construction insurances.
- General contracting experience required; owner experience is an advantage.
- Experience with complex external reporting.
- Mission-critical experience is preferable but not essential.
- Knowledge of guaranteed maximum price contracts and practices.
- Mature client-facing ability.
- Knowledge of AIA contracts.
- Bachelor’s degree, preferably in construction or engineering.
- PMP certification (optional).
- AACE membership (optional).
Pay
Anticipated starting pay range: $134,000.00 - $180,000.00.
