Project Controls Manager
Responsibilities
- Lead Project Controls across cost engineering, cost estimating, cost control/analysis, planning & scheduling, and performance reporting for assigned project(s).
- Own Baselines: Develop, gain approval for, and manage the cost baseline (WBS/CBS), schedule baseline (IMS), and change control processes.
- Develop & Present Forecasts: Build robust cost and schedule forecasts, cash flow curves, and staffing plans; present performance, trends, risks, and recovery plans to senior leadership and the client.
- EVM & Performance Management: Establish and maintain Earned Value Management (EVM) where required, including CPI/SPI, variance analysis, TCPI, and recovery actions.
- Change Management: Chair change control, quantify/price changes, assess schedule and cost impacts, and maintain auditable documentation.
- Risk Management: Lead integrated risk management—facilitate risk workshops, maintain the risk register, conduct qualitative and quantitative analyses (cost/schedule risk, Monte Carlo), and drive mitigation plans.
- Estimate Development: Oversee development of Class 3–5 estimates; validate scope, quantities, unit rates, indirects, escalation, and contingency.
- Integrated Scheduling: Direct creation and maintenance of resource-loaded Level 1–4 schedules (Primavera P6/MS Project), critical path analysis, and what-if/impact assessments.
- Commercial Support: Review contract terms for controls requirements; support negotiations, claims, and change/dispute resolution with thorough, data-driven substantiation.
- Governance & Reporting: Produce high-quality monthly reports (cost, schedule, cash flow, risk, change log, S-curves, KPIs) and ensure compliance with Amentum procedures and client requirements.
- Team Leadership: Recruit, develop, and mentor project controls staff; set standards, coach for quality, and foster a culture of accountability and continuous improvement.
- Stakeholder Interface: Collaborate with client representatives, EPC partners, trade contractors, OEMs, and internal disciplines to align scope, priorities, and execution strategies.
Qualifications
- Education: Bachelor’s degree in Engineering, Construction Management, Finance, or related field (or international equivalent) is preferred.
- Experience: 10+ years of progressive project controls experience on heavy civil, industrial, hyperscale data center, semiconductor fab, or advanced manufacturing projects; at least 3+ years leading a project controls team.
- Technical Mastery: Cost: WBS/CBS development, budgeting, forecasting, variance/trend analysis, cash flow, contingency management. Schedule: Baseline development, resource loading, critical path, progress measurement, recovery planning. Change & Risk: Formal change control, impact analysis, qualitative/quantitative risk, mitigation planning. Reporting: Executive-ready dashboards, narratives, and KPIs (CPI, SPI, ETC/EAC, TCPI, float).
- Tools: Strong proficiency with MS Project and Primavera P6 (or equivalent), Procore and advanced Excel.
- Communication & Influence: Excellent written and verbal communication; proven ability to brief executives and lead cross-functional teams in fast-paced environments.
- EPC/EPCM Processes: Solid understanding of engineering, procurement, construction, commissioning, and turnover work processes.
- Preferred: Certification: AACE International Certified Cost Professional (CCP) strongly preferred; PSP, EVP, or PMP a plus.
- Mission-Critical Experience: Hyperscale data centers or semiconductor fabs (cleanroom protocols, tool install, CSA/MEP sequencing) strongly preferred.
- EVM Compliance: Experience implementing/maintaining ANSI/EIA-748 compliant EVM systems for large capital projects.
- Data & Automation: Power BI/Tableau dashboarding, data modeling, and scripting (e.g., Python/Power Query) for controls automation.
Pay
Compensation Details: 145,000 - 170,000
