About the Role

Join Tampa Electric as a Project Controls and Analyst within the Advanced Distribution Infrastructure (ADI) Program, a strategic initiative modernizing and optimizing the distribution network through advanced technologies, data analytics, and innovative solutions. This role ensures the successful execution and management of the program by providing comprehensive project controls, data analysis, and performance monitoring. You will support major projects within the ADI department, focusing on cost and schedule controls for departmental and project requirements.

Responsibilities

  • Cost Estimation and Forecasting (35%): Manage, revise, and maintain detailed project cost estimates and forecasts. Track and analyze budgets, commitments, accruals, and other cost-related elements throughout the project lifecycle. Produce forecasts of total project and department costs, annual costs, and monthly cash flow costs with variance analysis.
  • Budget Development and Cash Flow Projections (25%): Assist in creating detailed project budgets, develop cash flow projections, analyze project estimates for reasonability and accuracy, and manage, revise, and maintain the department's O&M estimates and forecasts, including the 10-year plan. Lead annual capital camp preparations for the ADI yearly budget.
  • Performance Tracking and Analysis (15%): Track project progress and earned value, evaluate performance, suggest corrective actions, and participate in the review and tracking of change requests. Assist in analyzing project control requirements as part of the bid review process to ensure cost control requirements are incorporated into contracts and purchase orders.
  • Project Scheduling and Resource Management (15%): Develop, manage, revise, and update integrated detailed project schedules, including all phases of project execution across multiple projects. Assist in forecasting resource requirements, identifying long lead items, resource constraints, and required project start dates.
  • Interdepartmental Coordination, Compliance, and System Improvements (10%): Interact with procurement, accounting, legal, and risk management departments to ensure cost codes, commitments, and compliance with accounting and regulatory guidelines. Recommend and implement improvements in systems, tools, and methods of project controls and project management.

Qualifications

Tampa Electric seeks candidates with a Bachelor’s degree in Accounting, Finance, Engineering, Construction Management, or a related field from an accredited college/university. Progressive work experience in project controls, cost management, scheduling, and project planning is required. Strong communication skills and proficiency in Excel and Access are essential.

Project Controls Analyst I

  • Minimum of 2-3 years of progressive work experience related to the duties and responsibilities outlined.
  • Works with supervision and guidance; performs routine tasks to gain familiarity with project management practices.

Project Controls Analyst II

  • Minimum of 2-3 years as Project Controls Analyst I, or 5 years of progressive work experience, with at least 2 years in an engineering and construction project controls environment.
  • Performs routine cost control or scheduling work; may assist in training lower-level analysts.
  • Additional responsibilities include creating detailed project budgets, developing cash flow projections, and ensuring cost control requirements are incorporated into contracts.

Senior Project Controls Analyst

  • Minimum of 2-3 years as a Project Controls Analyst II, or 8 years of related work experience in addition to a Bachelor’s degree.
  • Thorough knowledge of engineering and construction project processes, deliverables, and execution methods. Ability to take a leadership role in determining appropriate control methods for each project.

Lead Project Controls Analyst

  • Minimum of 2-3 years as a Senior Project Controls Analyst, or 10 years of direct work experience in addition to a Bachelor’s degree.
  • Responsibilities include maintaining the PowerPlan System, monitoring and adjusting project completion dates, reporting on the Capital Budget, ensuring projects are ready for accounting completion, and developing methodologies to track project deviations.
  • Requires a solid understanding of the PowerPlan Accounting System, SAP, WorkPRO, WorkMAN, and advanced knowledge of Microsoft Excel, Word, and PowerPoint.

Skills

  • Cost management, scheduling, project planning, and estimating skills.
  • Strong communication skills for interfacing with external firms, suppliers, and internal teams.
  • Proficiency in Excel and Access; experience with budget, cash flow, and schedule development is preferred.
  • Knowledge of TECO accounting and project control systems is a plus.

Schedule

  • Expected to be in the office a minimum of three (3) days per week.
  • Overtime work may be required.
  • Limited out-of-town travel may be required.

Working Conditions

Handle multiple duties and responsibilities while being accountable for actions. Work involves frequent contact with various internal and external stakeholders, including company executives, consultants, engineering and construction firms, suppliers, government agencies, and customers.
