Project Control Specialist.
Duties
Coordinates the planning, design, cost engineering, construction, and environmental restoration, etc., for engineering projects.
Controls and manages project milestones and budgets from project initiation to close-out.
Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance.
Serves as the District's primary point of contact for projects assigned with sponsor/customer; Federal, state, and local government agencies, Congressional interests; other external organizations; and higher authorities.
Prepares documentation of scope, schedule and budget expectations and develops a comprehensive management plan that integrates all project requirements into a coordinated and cohesive response.
Collects project execution data from the project delivery team and develops local reports and procedures.
Requirements
Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Incumbent may be required to travel in TDY status up to 5%.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Confidential security clearance.

Specialized Experience: One year of specialized experience which includes 1) Coordinating with multi-disciplinary teams to facilitate the lifecycle of an engineering or construction project; 2) Applying project management principles to monitor project scope, schedules, and costs; and 3) Analyzing project-related issues, technical complexities, or regulatory requirements to recommend solutions to project leadership.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
