Project Analyst III

Join the team responsible for planning, coordinating, overseeing, and developing implementation strategies for the MTA's $55-billion Capital Program. The Project Analyst Level 3 (Railroad Project Development) will play a pivotal role in determining what, when, and how capital projects for MTA Metro-North Railroad (Metro-North) progress—prioritizing capital investments, evaluating project scopes, establishing project and program budgets, documenting and justifying capital project needs, performing environmental reviews, and addressing federal planning requirements to maximize benefits and minimize construction impacts for Metro-North riders.

This position is eligible for telework, currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

About the role

The Project Analyst Level 3 for the Railroad Project Development unit will support planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for a portfolio of capital projects. The role involves close collaboration with Project Development staff and stakeholders across the MTA, including Metro-North departments and groups in MTA C&D's Planning, Delivery, and Contracts departments.

Responsibilities

• Assist with developing Metro-North's five-year Capital Program; coordinate funding targets and strategies; work with Metro-North departments to propose, prioritize, define scope, and manage changes to the capital program.
• Provide supporting analysis for developing the Metro-North capital program.
• Ensure alignment of future state of good repair, routine replacement, system improvement, and network expansion projects with corporate short- and long-term planning goals.
• Assist with developing and amending Metro-North's five-year capital program, including spreadsheets, narratives, briefing materials, and PowerPoint presentations.
• Review scope documents, project justifications, business case documentation, project change requests, and other project materials.
• Ensure consistency across Metro-North capital investments, strategies, and funding availability.
• Represent C&D Development at progress meetings for capital projects.
• Prepare environmental documentation for federally funded Metro-North capital projects, including CE worksheets and related materials.
• Assist with preparing, reviewing, and updating documentation for federally funded projects, including public hearing texts, Transportation Improvement Plan (TIP) descriptions, and SHPO consultation processes for historic resources.
• Assist with developing long-range planning strategies, including the MTA's Twenty-Year Needs Assessment.
• Coordinate project phasing, sequencing, and bundling strategies to generate construction and contracting efficiencies.
• Evaluate project investment alternatives, including cost/benefit analyses.
• Monitor and control project scope and budget evolution throughout the project lifecycle.
• Evaluate planned and unfunded capital needs to leverage budget opportunities and construction efficiencies; assist with rebalancing the Capital Program.
• Assist in developing and managing annual commitment and completion plans, including reporting, monitoring, and data collection.
• Develop reports and presentation materials for internal and external stakeholders, including Metro-North capital program briefings.

Requirements

• Bachelor's degree from an accredited college in business, engineering, accounting, finance, public administration, public policy, city or urban planning, transportation, or a related field.
• Minimum of two (2) years of satisfactory full-time professional experience.

Skills

Pay

Salary range: $77,398 to $96,748.

Schedule

Hours of work: 8:30 AM to 5:00 PM or as required (7.5 hours per day).
