About the Role
Under the general supervision of the BuildLACCD PMO IT Director, the Programmer/Analyst III is responsible for all BuildLACCD computer network administration and operations activities at the Program Management Office (PMO) as well as the 9 Campus Project Sites. This role performs a variety of complex professional and technical duties related to the installation and maintenance of computer networks and communications hardware and software applications.
Responsibilities
- Configures, manages, and provides technical networking support for physical and virtual environments, including hosts, operating systems, and storage.
- Testing, installation, configuration, and maintenance of operating systems, application software, and network device configurations.
- Ensures system uptime and communicates effectively with other members of the team.
- Oversees the administration of systems and servers related to the network to ensure availability of services to the BuildLACCD user community.
- Installs and configures client and server network software and performs software upgrades as needed.
- Proactively monitors and identifies network and system issues and takes corrective action to ensure efficient network and computing operation.
- Manages assigned projects to deliver services in accordance with established objectives.
- Configures, manages, and provides technical support of firewalls, Wi-Fi clients, network switches, and other network devices.
- Responds to inquiries from staff, administrators, service providers, site personnel, and outside vendors, providing technical assistance and support in a timely manner.
- Proactively identifies, investigates, and proposes resolutions to issues that could impact the network/server infrastructure.
- Contributes to the team by sharing knowledge, documenting procedures and SOPs, and providing training where required.
- Conducts research on network products, services, protocols, and standards in support of network procurement and development efforts.
- Provides technical support in installations and maintenance of network systems.
- Supports existing networks and performs upgrades as needed.
- Maintains network security firewalls and defines network access rights.
- Maintains disaster recovery procedures and contingency plans during system failures.
- Performs network routing, cabling, and switching activities.
- Develops and enforces standard operating procedures to ensure quality and productivity.
- Develops system installation and configuration documents for reference.
- Designs network topologies and identifies and corrects network non-compliance issues.
- Responds promptly during outages and recommends solutions for performance issues.
- Recommends new networking technologies to improve performance, reliability, and scalability.
- Maintains network infrastructure and performs modifications and expansions when needed.
- Works closely with other Network Engineers to plan and complete assigned tasks within deadlines.
- Performs root cause analysis of network issues and recommends corrective actions.
- Handles security systems development, testing, analysis, and implementation.
- Conducts system vulnerability assessment and management.
- Responds to security threats, attacks, and similar events, developing threat prevention strategies.
- Regularly generates reports for executives and administrators.
- Supports the helpdesk function along with the web services support function.
Requirements
- Minimum of 7 years of applicable systems and network administration experience.
- Bachelor’s Degree from an accredited four-year college with a degree in computer science or related field. Additional four years of qualifying experience may be substituted for the required education.
- Excellent troubleshooting and problem-solving skills, positive attitude, and keen attention to detail.
- Excellent collaborative and team skills and ability to present ideas in user-friendly and non-technical language.
Skills
- Strong working knowledge of Microsoft Windows and current Windows Servers and Internet protocols: DNS, DHCP, SMTP, HTTP, HTTPS, SFTP.
- Familiarity with Microsoft Active Directory Services, Entra ID, Office 365, and document SharePoint management system.
- Experience with VPN Appliances and Cisco Meraki Appliances.
- Working knowledge of Enterprise Antivirus, CrowdStrike, Zoom Administration, Microsoft Teams, and network security including VPNs, ACLs, IPSEC, SSL.
- Experience with website, intranet, and SharePoint support, and PowerShell scripting and automation.
- Able to develop scripted solutions to automate and/or simplify manual administrative processes and procedures.
- Experience with VMware, Hyper-V hypervisors, and cloud architecture.
- Knowledge of Cybersecurity and privacy principles, Rubrik Backup and Recovery, Nessus, and Splunk.
Preferred Qualifications
- Experience providing IT-related support for a large construction bond program.
- Industry certifications such as CompTIA Network+, Cisco CCNA, CompTIA Security+, Cisco CCNP Enterprise.
