SPECIFIC RESPONSIBILITIES
- Supervision and Staff Oversight:
- Provide regular, structured, and documented supervision to assigned staff.
- Assign, monitor, and adjust staff responsibilities and caseloads.
- Review clinical and program documentation.
- Address performance concerns.
- Complete staff performance evaluations.
- Escalate significant or unresolved issues.
- Lead staff meetings and case conferences.
- Participate in multidisciplinary case conferences.
- Ensure communication and follow-through on meeting action items.
- Timekeeping and Training Compliance:
- Review and approve staff time records.
- Adequately cover staff and adhere to schedules.
- Address attendance issues.
- Track required trainings and certifications.
- Follow up on overdue or incomplete training requirements.
- Program Operations, Data, and Administrative Oversight:
- Maintain accurate program data.
- Monitor resident treatment phases and program placement.
- Enter and maintain admission, update, and discharge information in CDS.
- Complete and submit required OASAS reports.
- Review program data for accuracy and consistency.
- Track compliance timelines and implement corrective actions.
- Identify and report trends, risks, or compliance concerns.
- Referral, Intake, and Admission Oversight:
- Serve as the primary point of contact for referral sources.
- Oversight and accountability for referral, intake, and admission processes.
- Guide the Intake Coordinator.
- Review referrals for appropriateness and eligibility.
- Ensure required documentation and LOCADTR determinations.
- Approve admissions and assign residents to primary counselors.
- Coordinate admission scheduling and communication.
- Ensure timely and compliant intake and admission processes.
- Clinical Oversight and Treatment Coordination:
- Ensure LOCADTR determinations are completed.
- Complete admission assessments and required documentation.
- Monitor treatment plans and services.
- Document clinical responses to resident needs.
- Initiate and document discharge planning.
- Complete utilization reviews.
- Insurance Authorization and Utilization Review Oversight:
- Maintain oversight of insurance requirements.
- Ensure timely notifications and submissions.
- Track authorization statuses and coordinate with clinical and billing staff.
- Escalate unresolved issues.
QUALIFICATIONS
- Qualified Health Professional, CASAC Advanced or Master Counselor, or LMSW, LMHC.
- Minimum of three (3) years of experience in substance use disorder treatment or residential services, including supervisory experience.
- Demonstrated knowledge of OASAS regulations, LOCADTR, utilization review, and managed care requirements.
- Experience with electronic health record systems and program data tracking.
- Valid New York State Driver’s License and acceptable driving record.
- Successful completion of required background checks and health clearances.

- Collaborative skills with leadership, multidisciplinary teams, and external partners.
WORKING CONDITIONS
- On-site supervisory position within a residential treatment program.
- May require flexibility in schedule.
SCOPE OF RESPONSIBILITY
- Program-level responsibility for staff supervision, resident care coordination, regulatory compliance, and operational oversight.
