Program Specialist - Facilities (non-permanent, 18-month assignment)

About the role
Help shape the environment that supports student success. As the Facilities Program Specialist, you will lead key business operations for Seattle Central College's Facilities Department, managing budgets, procurement, contracts, capital project support, asset management, reporting, and compliance. Serving as a trusted resource and advisor, you will analyze financial and operational data, resolve complex challenges, and drive improvements that enhance facilities services and operations across the college.

This position is full-time non-permanent, not to exceed 18 months, with the possibility to transition into regular/permanent status. It is governed by a collective bargaining agreement with representation by WFSE.
Responsibilities
- Lead and enhance critical Facilities business operations, overseeing budgeting, procurement, contracting, capital project support, asset management, work-order reporting, and compliance functions that support the college's physical environment.
- Serve as a trusted advisor and key resource, providing expert guidance, consultation, and training to Facilities staff, campus partners, contractors, vendors, and consultants to ensure effective operations and service delivery.
- Help shape department operations and service excellence by interpreting policies and regulations, developing procedures and workflows, and implementing practices that promote accountability, efficiency, and customer service.
- Drive continuous improvement initiatives by analyzing operational challenges, identifying opportunities, and implementing solutions that strengthen Facilities programs, processes, and outcomes.
- Provide financial stewardship for Facilities programs and projects, managing budgets and expenditures, monitoring financial performance, identifying trends, and supporting informed decision-making.
- Ensure financial accuracy and accountability by overseeing complex transactions, contract documentation, vendor payments, and procurement activities that support departmental and institutional goals.
- Transform data into actionable insights, researching and analyzing financial and operational information to develop reports, recommendations, and strategies that support leadership decision-making.
- Support projects that shape the campus environment, coordinating administrative and financial activities for capital improvements, renovations, deferred maintenance, and other infrastructure initiatives.
- Promote responsible resource management by coordinating asset and inventory programs that ensure accurate records, effective controls, and long-term stewardship of college resources.
- Build partnerships across the college by representing Facilities on committees, workgroups, and strategic initiatives, fostering collaboration and advancing departmental and institutional objectives.
Requirements
Any equivalent combination of knowledge, skills, abilities, education, and experience:
- Bachelor’s degree and two (2) or more years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government; OR
- Four (4) or more years of responsible administrative experience, including managing and advising on budgets and expenses, in a related field.
- Demonstrated experience administering budgets, analyzing and reconciling financial information, and preparing financial or operational reports.
- Demonstrated experience interpreting and applying policies, procedures, regulations, or administrative standards and providing technical guidance to staff or program participants.
- Demonstrated experience coordinating projects or services involving multiple stakeholders, evaluating program needs, developing procedures, and recommending process improvements or issue resolution.
- Demonstrated proficiency with Microsoft Office, including Excel and Word, and experience using enterprise financial, procurement, work-order, or computerized maintenance management systems. Experience with PeopleSoft or a comparable system is preferred.
- Demonstrated ability to organize complex work, establish priorities, exercise independent judgment, communicate effectively, and maintain accurate and confidential records.

Schedule
- Full-time, 40 hours per week, Monday through Friday, primarily 8:00 AM to 4:30 PM.
- 100% on-site.
Pay
Salary range for this position is $62,748.00 to $82,428.00 annually.

Physical Demands
- Ability to operate office equipment, receive and interpret data, and prepare various materials.
- Ability to exchange information with supervisor, lead, co-workers, and students.
- Ability to provide 1:1 support, present to small groups, and work at a computer exercising repetitive hand motion.
- Work is performed primarily in office settings with frequent interruptions and encounters noises typical of these settings.
