Responsibilities

  • Ensure the propriety and technical sufficiency of Field Examination reports, final annual accountings, and correspondence to fiduciaries, as well as all other fiduciary-related issues.
  • Perform quality reviews of completed actions to monitor individual performance data for employees.
  • Analyze available data reflecting quality levels to determine training needs for Fiduciary hub employees, from Field Examiners through clerical staff.
  • Serve as an authoritative consultant on the technical aspects of fiduciary activities.
  • Assist hub employees with analyzing specific case-related issues to ensure proper resolution.
  • Mentor hub employees on technical issues and communicate trends or problem areas identified during training or quality review processes.
  • Provide guidance and training to improve the effectiveness of the division’s workload processing.
  • Develop methods for mentoring team members on technical job aspects, addressing individual learning needs, and offering feedback to correct deficient areas.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/15/2026.

Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-11 position, must have served 52 weeks at the GS-9 level.
  • For a GS-12 position, must have served 52 weeks at the GS-11 level.

An SF-50 showing time-in-grade eligibility must be submitted with application materials.

Minimum Qualification Requirement:

GS-11 Level: Must have one year of specialized experience equivalent to at least the next lower grade GS-09. Specialized experience is defined as:

  • Applying laws and regulations applicable to the Fiduciary Program.
  • Performing training in investigation, adjudication, and/or authorization of claims for benefits or compensation.

OR

Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related to the competencies.

OR

Combination of Specialized Experience and Education: Total percentage of qualifying experience and education must equal at least 100%.

GS-12 Level: Must have one year of specialized experience equivalent to at least the next lower grade GS-11. Specialized experience is defined as:

  • Analyzing data and developing training to address needs.
  • Mentoring employees and providing feedback.
  • Developing and conducting studies and/or surveys to assess quality of workplace output and/or training needs.
  • Conducting quality reviews and developing local operating procedures accordingly.

Note: Education substitution is not applicable at the GS-12 grade level.

Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Physical Requirements: Work is usually sedentary but may require walking and standing during training sessions.

Schedule

  • This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
  • This is not a virtual position.
