About the role

This position assists the Director in the formulation of the budgets for Biloxi National Cemetery, reviews and considers the prior fiscal year's operations, and assists in formulating the next year's budget requirements.

Responsibilities

  • Assists in formulating the next year's budget requirements by calculating for future payroll requirements and by analyzing ongoing and proposed contractual improvements, services and purchases, etc.
  • Extracts and consolidates the budgetary information, determines and evaluates trends, and adjusts budget estimates as needed.
  • Prepares budget estimates for the Cemetery Director for submission to the Continental District (CND) Office.
  • Programs quarterly distribution of funds to control points, monitors and tracks obligations and expenditures to ensure actions are timely and accurate.
  • Solves accounting problems by working with CND/NCA fiscal personnel.
  • Maintains records of obligations on computer spreadsheets (blotter) and reconciles balances with F20D reports, status of funds reports, and iF AMS/CAA TS (Centralized Admin Accounting Transactions System) running balances.
  • Maintains computer spreadsheets on cemetery payroll expenses for each fiscal year, anticipates changes, adjusts as necessary, estimates and calculates overtime requirements and reconciles each pay period with gross-to-net figures.
  • Prepares requests to the CND for problems encountered in the cemetery.
  • Serves as primary Purchase Card holder for BNC.
  • Responsible for verifying available funds prior to any purchases to ensure compliance with single purchases center and budget object codes for all transactions.
  • Provides oversight management for the BNC cardholders to ensure reconciliations on all purchases are performed in a timely manner.
  • Serves as a liaison between the cemetery and the CND/NCA Office.
  • Performs public outreach as needed.

Requirements

The work is performed in an office setting. The work environment involves everyday risks or discomforts and requires normal safety precautions typical of such places. The work area is adequately lighted, headed, and ventilated.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEVOA) appointment. Must have the ability to type at least 40 words per minute. Must possess and maintain a valid state driver's license. You may qualify based on your experience and/or education, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of Federal laws and policies applicable to the provision of burial and memorial benefits, programs, and services administered by the Department of Veterans Affairs. Ability to effectively use electronic data processing systems for scheduling and claims adjudication, processing, monitoring, and correspondence preparation; Skill in interpreting and applying Federal, state, and local laws; Perform qualitative and quantitative analysis of records obtained from various sources; Ability to review and evaluate evidence and information such as military records, data stored in multiple systems, lay testimony, etc. submitted in connection with claims. Skill in oral, written, and interpersonal communications; Skill in operating multiple sophisticated computer data terminals. Skill interviewing, collecting, and analyzing/evaluating information from many different sources; Ability to deal tactfully and exercise discretion with others in resolving issues. Ability to work in a team environment. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level).
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position? This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED)
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education (as described above). This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED)
