About the role
Lynker Corporation is seeking a dynamic and experienced Program Operations Support - Deputy Program Manager to join our growing team. The Deputy Program Manager provides senior-level oversight of acquisition support, procurement tracking, and government property management operations for the NOAA/NESDIS program office.
Responsibilities
- Lead planning and execution of hardware/software acquisitions, including tech refresh plans, cost estimates, and spending profiles.
- Oversee period-of-performance (POP) audits for hardware/software licenses and maintenance agreements, ensuring renewals are tracked and Project Leads are notified ahead of expirations.
- Direct tracking and reporting of contract budgets, quality-of-service metrics, and maintenance agreement status; flag discrepancies to CORs.
- Review and format technical acquisition documentation (PWS, SOW, SON, IGCE, Section 508 and IT Security checklists) prepared by Project Leads.
- Manage onboarding/offboarding logistics for incoming contractors, including badging support, office space, and Government Furnished Property assignment.
- Serve as Property Contact, maintain accountability for government property under FAR 52.245-1 and FAR Subpart 45.5, including SUNFLOWER Property Management System recordkeeping, hand receipts, transfers, and loans.
- Coordinate periodic and annual wall-to-wall property inventories, found-item certifications, and Board of Review (BOR) packages for lost or stolen items.
- Oversee inventory control of spare parts and expendable supplies via the Computerized Materials Management System (CMMS), maintaining 98%+ inventory accuracy.
- Supervise disposal/excessing of obsolete or damaged property and coordinate shipment pick-up/delivery with GSA, DLA, and OEM vendors.
- Maintain SOPs for procurement and property management; support meeting scheduling, minutes, and budget presentations to program leadership.
Requirements
- Bachelor's degree in Business Administration, Logistics, or related field (equivalent experience considered).
- Minimum 5-10 years of experience in program/contract operations, acquisition support, or government property management.
- Working knowledge of FAR Part 45 property management requirements and federal procurement processes.
- Experience with property/asset management systems (e.g., SUNFLOWER or equivalent CMMS/inventory platforms).
- Demonstrated experience preparing acquisition documentation (PWS, SOW, IGCE) and supporting COR/budget functions.
- Strong organizational and communication skills; proven ability to manage competing deadlines across multiple sites.
- Ability to travel periodically to program sites for physical inventory verification.

Pay
The pay range for this position is $70,000 - $100,000 annually, depending on experience and qualifications.
Schedule
The schedule for this position is typically Monday through Friday, 8:00 AM - 5:00 PM, with occasional travel to program sites.
