Program Officer, Northern Willamette Valley

About the role
The Program Officer, in coordination with the Senior Program Officer and other program staff, serves as OCF’s Community Engagement and Equity Department (CEED) representative in the Northern Willamette Valley region, based in the Salem office. This role advances OCF’s philanthropic mission in the region and implements the strategic goals of CEED. The ideal candidate has strong ties to Marion, Polk, and Yamhill counties and the Confederated Tribes of the Grand Ronde, with a passion for community engagement, outreach, and grantmaking.
Responsibilities
- Community Engagement, Partnerships and Collaboration (55%)
- Act as a public representative for OCF's programming in the Northern Willamette Valley.
- Deliver community presentations and meetings with foundations, public agencies, policy makers, and other key stakeholders.
- Represent OCF at local and national conferences and events to share OCF's work and impact.
- Conduct outreach and develop relationships with grant seekers and constituents about foundation priorities, guidelines, and grant opportunities.
- Plan, implement, and evaluate community engagement strategies to strengthen relationships and build trust.
- Collaborate with the Philanthropic Services Department (PSD) to support donors and provide research on community issues and grant applications.
- Collaborate with Marketing and Communications to develop stakeholder awareness and engagement materials.
- Create reports to communicate progress, successes, challenges, and future directions.
- Program Management (35%)
- Serve as part of the Community Grants team, including proposal review, site visits, and grant recommendations.
- Lead the design and implementation of community problem-solving grant programs, including stakeholder collaboration and committee coordination.
- Oversee proactive community grantmaking, including program guidelines, application processes, and proposal reviews.
- Collaborate with program staff statewide to address regional needs and fulfill OCF’s mission.
- Serve as the primary contact for potential grantees, managing inquiries, applications, and site visits.
- Apply equitable grantmaking practices to ensure accessibility and impact.
- Develop expertise about organizations, people, and issues in the Northern Willamette Valley region.
- Stay abreast of research and trends to identify opportunities for OCF investments.
- Serve as a resource for OCF Board members, Leadership Council members, and community partners.
- Assist in planning and coordinating materials for committees and Board presentations.
- Collaborate with program and PSD staff to engage volunteers.
- Program Strategy (10%)
- Identify opportunities for OCF’s grantmaking to deepen impact in community and civic engagement.
- Collaborate with senior program staff to set strategic direction and align priorities with other CEED programs.
- Develop strategies using grantmaking, advocacy/policy, and community engagement tools.
Qualifications
- Six or more years of experience with nonprofit organizations, grantmaking, and/or program planning and management.
- Bachelor's degree in a related field or equivalent experience.
- Extensive knowledge of Oregon and the Northern Willamette Valley region.
- Strong interest or knowledge of philanthropy.
- Outstanding oral and written communication skills, including public speaking and meeting facilitation.
- Excellent interpersonal skills with the ability to develop and maintain collaborative relationships.
- Cultural agility to work effectively with diverse teams and communities.
- Strong project and time management skills, with the ability to prioritize multiple projects.
- Experience in equity, bridging, and belonging.
- Basic familiarity with nonprofit budgeting.
- Proficiency in MS Word, Outlook, Excel, PowerPoint, and Teams.
- Experience working with integrated databases in a network environment.
- Valid driver’s license and personal vehicle for regular use.
Pay
Hiring range: $92,000 - $100,000 per year, depending on experience. Salary offers are determined in conjunction with an internal pay equity assessment. Opportunities for growth and advancement are available based on performance and development within the role.
