Program Manager - Workforce Development
This is a 20-month grant-funded role managing the “Petersburg Region Healthcare Workforce Expansion” project.
About the role
The Program Manager will collaborate with Brightpoint and Reynolds Community Colleges, the Community College Workforce Alliance, affiliated workforce development divisions, high schools, and technical center partners to design workforce development operational plans and launch and manage programs. The focus is on preparing individuals for entry-level clinical positions requiring a credential or associate degree, including medical assistants, nursing assistants, radiology technicians, nurses, respiratory technicians, and other essential frontline roles.
Responsibilities
- Recruit and support 25 residents for the project from the Petersburg Tri-Cities region.
- Strengthen healthcare career pathways and deepen collaboration with existing and new community partners.
- Meet with VCUHS human resources, department leaders, and community partners to help participants achieve academic goals and secure entry-level jobs for high school, community college, and certificate program graduates.
- Engage with VCU Health System leaders and human resources to assess hiring trends and workforce needs.
- Develop workforce development operational plans for pipeline programs in collaboration with community colleges, workforce development divisions, high schools, technical centers, and community partners.
- Execute marketing campaigns and events to drive participation in community workforce programs.
- Assess and adjust strategies to support changing community needs and emerging opportunities in the healthcare workforce.
- Implement and launch programs, and report program outcomes and milestone data.
Requirements
- Bachelor’s degree in business, education, human resources, or a related field from an accredited program.
- 3 years of experience in project management, strategy, and/or workforce development.
- Experience with stakeholder management.
- Demonstrated competency and operations experience in planning, developing, or managing talent in support of career programs.
- Experience developing relationships with educational institutions, community organizations, and organization leaders.
Preferred Qualifications
- Advanced degree (MBA, M.Ed., or MHA).

Pay
Compensation range: $0.00 – $500,000.00. Actual salary offers will be based on relevant work experience, credentials, and qualifications.
