About the role
The Vocational Program Manager oversees all aspects of a designated vocational program, ensuring staff meet program requirements, supporting professional development, maintaining alignment with Harbor’s strategic plan, delivering high-quality customer service, and reporting program outcomes to stakeholders.
Responsibilities
- Hire, train, supervise, and evaluate assigned staff.
- Provides coaching, performance management, and disciplinary action as needed.
- Holds regular 1:1 meetings with direct reports and routine team meetings to ensure alignment and communication.
- PRESERVES confidentiality in all personnel matters.
- Ensures compliance with union contracts if supervising union positions.
- Exhibits leadership and team-building skills to promote a cooperative atmosphere and achieve expected productivity, efficiency, and effectiveness.
- Hires, orientates, trains, supervises, and evaluates assigned vocational staff.
- Notifies funding/referral sources of assignments.
- Responds to inquiries regarding services, participant progress, and staffing changes.
- Manages, coordinates, evaluates, and supervises operations for assigned vocational staff and program services.
- Assigns new cases to appropriate staff (job development, employment services, job coaching).
- Provides excellent customer service to funding and referral sources.
- Supports innovation, development, and implementation of services.
- Facilitates staff meetings, serves on committees as appointed, and participates in continuing education and professional organizations.
- Develops resources, referral sources, and partnerships that support successful re-entry and/or overcoming barriers.
- Enhances job placement through work site development and maintaining relationships with employers.
- Highlights success stories and reports them to the Director and Harbor Chief Vocational Officer.
- Maintains job contact information for the employer database.
- Collaborates with the job development team.
- Holds regular steering committee meetings to guide and support program implementation.
- Maintains staff documentation and ensures records are accurate, complete, and timely.
- Aids in meeting or exceeding unit/revenue expectations.
- Prepares materials for accreditation, fidelity, licensure, certification, and audits.
- Manages program authorizations, revenue, and budget.
- Maintains awareness of trends and developments related to essential job competencies and demonstrates continued professional growth.
Requirements
- Education: Minimum Bachelor’s degree in human services or related field with 3 years of vocational rehabilitation or employment experience. In lieu of Bachelors, Associate’s degree with 7 years of vocational rehabilitation or employment experience.
- Licensure and Certifications: Valid driver’s license, acceptable driving record, and proof of personal auto insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier. CPR certification required within 90 days of employment. NCI/CPI Certification required within 90 days of employment. Successful completion of a BCI/FBI background check(s) and six exclusionary database checks every 5 years, as required by OOD. Certification from National Association of Workforce Development Professionals, the International Association of Workforce Professionals, the Society for Human Resource Management, the National Board for Certified Counselors, National Career Development Association or similar certifying entities within 1 year of starting position.
Preferred Qualifications
- Master’s degree in human services or related field and 2 years of supervisory experience.
- CRCC, LSW, LPC, CWDP, or CWIC/WIP-C.
