The organization combines relationship-building, volunteers, and quality services to lift and support neighbors in becoming self-sufficient and reaching their full potential.

About the Role

The Program Manager provides leadership and oversight for the Veteran Transitional Housing Program (GPD), ensuring the delivery of high-quality, trauma-informed, housing-focused services to veterans experiencing homelessness. This position is responsible for supervising staff, managing program operations and budgets, ensuring compliance with VA, federal, state, and local regulations, and achieving contract outcomes. The Program Manager fosters a culture of accountability, continuous improvement, and staff development while promoting positive housing and employment outcomes for participants. This role operates within a shelter and transitional housing system and requires regular rotation of on-call responsibilities to support 24/7 program operations and respond to urgent or crisis situations.

Responsibilities

  • Ensures that the participant's voice is heard, and when appropriate, resident ideas play a prominent role in programming.
  • Oversees the assigned grant agreement by ensuring compliance with grant commitments and expectations of program funders and VOA, including the provision of supportive services.
  • Trains, supervises, and evaluates staff members, ensuring compliance with job descriptions and best practice standards.
  • Composes and manages annual program budgets representative of grant agreements; monitors expenses and revises budgets as needed.
  • Conducts and facilitates regular internal reviews of all program components, including monitoring for compliance and best practices through client file reviews and feedback.
  • Provides follow-up and/or corrective action as necessary.
  • Remains proactive in staying apprised of evolving program regulations, standards, and best practices, integrating these into program operations.
  • Collaborates with administrative services staff to ensure adherence to financial, personnel, and operational standards as indicated by grant agreements.
  • Aggregates and reviews program data to determine service effectiveness and progress in meeting service goals.
  • Utilizes program data to develop strategic action plans for outreach and service delivery.
  • Ensures program staff provide accurate and timely documentation, adhere to confidentiality, record-keeping, reporting, and data entry standards.
  • Coordinates activities among community partners and maintains excellent working relationships with stakeholders.
  • Assists in preparation of regular grant applications, updates, or requests for information.
  • Collaborates with statewide field office staff to facilitate continuity of high-quality services.
  • Performs all other duties as assigned.

Key Outcomes

  • 70% of participants exit to permanent housing.
  • 60% of participants are employed at program discharge.
  • 20% or fewer negative exits.
  • Maintains >80% occupancy nightly.

Supervisory Responsibilities

  • Supervises client service teams.

Working Conditions and Physical Requirements

  • Travel throughout the program’s service area is required on a regular basis.
  • Must be able to work in different and, at times, uncomfortable environments such as homeless shelters, service facilities, streets, offices, and other locations necessary to fulfill program objectives.
  • Physical requirements include: bending, climbing, stooping, kneeling, reaching, crouching, squatting, lifting (30 to 50 pounds), balancing, standing, sitting, hand/foot motions, walking.
  • Visual and auditory requirements: close and distant vision, depth perception, hearing/listening, speaking/shouting (communicate, discern, convey, express, exchange).
  • Use of hands/fingers for grasping, holding, and touching.
  • Cognitive requirements: thinking, calculating, memory/recall.
  • Exposure to indoor and outdoor environments.

Schedule

Full-time. Schedule may include evenings, weekends, and on-call rotations based on program needs.

Pay

$60,000-$65,000 annual exempt salary.

Location

Throughout the program service area.

Requirements

  • Models core culture attributes of VOACO that include “AIRS” (Accountability, Integrity, Respect, and Service).
  • Models VOACO’s three strategic critical virtues of HHS (Hungry, Humble, People Smart).
  • Must competently translate administrative and direct service practices to diverse groups of stakeholders in support of program objectives.
  • Bachelor’s degree in public administration, business administration, human services, or a closely related field, or relevant experience.
  • 1 year of direct supervisory or management experience.
  • Demonstrated ability to fulfill relevant program compliance and administrative requirements.
  • Demonstrated ability to lead teams of human service professionals.
  • Demonstrated abilities in effectively managing program grant agreements, contracts, and finances.
  • Must possess a Colorado driver’s license and state-mandated automobile insurance.
  • Must possess a personal vehicle that may be used for work-related travel (reimbursement for mileage is available).
  • Must complete agency and program credentialing within 12 weeks of hire and maintain credentialing standards thereafter.

Preferred Qualifications

  • Master’s degree in public administration, business administration, human services, or a closely related field.
  • 2 years of management experience.
