Description Job Title: ISR TECHNICAL OPERATIONS ANALYST (TOA) Reports to: Program Manager Department: Federal LE Agency Location:Arlington, VA FLSA: Full-Time Exempt Job Summary The primary purpose of this position is to support the Assistant Chief of Finance in carrying out the Division’s financial management program. The Financial Specialist analyzes the financial obligations and expenditures to ensure compliance with Congressional language, Title 18 US Code, DOJ regulations and USMS policies and procedures. Additionally, the Financial Specialist provides guidance to the finance team on financial planning and the management of funding. Essential Functions Oversee covert financial accountCompile weekly reports for managementServe as primary Point of Contact for all account matters and inquiriesDraft / Edit / Distribute covert memorandumsReview all Bank Reconciliations for accuracy; POC for invoices in disputeRequest signatures on covert invoicesReview / ensure proper payment disbursementServe as a POC with any Bank-related/payment issuesConfidential Record Keeping and reporting requiredReview Funds Requests for accurateness prior to obligating moneyAbility to analyze and effectively communicate with vendors when complications/errors areidentified and resolveWork closely with senior management to ensure accruals and obligations are accurateInput and reconcile financial transactions into Unified Financial Management System (UFMS)Prepare financial status reportsPrepare budget transfers for reimbursementPrepare requisition documents for procurement of supplies, service and equipmentOther duties as assigned Position Requirements Knowledge Skills And Experience Prepare and edit various kinds of written correspondences in relation to the programReview and analyze documents submitted for completeness and accuracyPrepare statistical analyses and evaluation of program performance as it relates to various operationsAssist in funds transfer using various databasesCollect, analyze, and report findings to management with solutions to issues and problems that ariseProvide administrative support to various branch offices following USMS administrative practicesand proceduresGather, identify, and analyze information and develop recommendations to resolve issuesInterpret, adapt, and apply USMS regulations, policies, and procedures as they apply to programRecommend effective methods to accomplish program objectives and goalsMaintain great working relationships with USMS personnel, contractors, personnel from otheragencies as well as vendorsMust be able to obtain and maintain a TOP Secret Clearance Preferred Qualifications Excel ProficientAppropriations LawKnowledge of the FARFederal Government Budget ProcessAnti-deficiency ActPrompt Pay Act Compensation Annual Salary: $98,000–$108,000, based on experiencePayment Frequency: Bi-weeklyBenefits: Comprehensive benefits package available About The Organization Who We Are Intellekt is a team of dedicated professionals committed to our personal and professional goals, serving our clients and their important missions, and promoting the safety and security of U.S. interests at home and abroad.
