Program Manager, San Francisco Bay Area

Reading Partners is changing the education landscape by solving the literacy crisis through community volunteers in under-resourced schools. Our program provides one-on-one and small-group tutoring to help children master reading fundamentals, unlocking their potential as successful, happy, and confident readers.

About the role

The Program Manager (PM) leads, develops, and mobilizes a team of AmeriCorps Volunteers and volunteer tutors to deliver high-quality, effective literacy instruction. Reporting to the Executive Director in the San Francisco Bay Area, the PM manages program quality, delivery, and implementation across five schools, directing day-to-day operations of reading centers, coaching volunteers, and using data to drive decision-making. The role involves strategic and on-the-ground work, with a focus on maximizing literacy outcomes for over 1,000 students in Oakland and San Lorenzo Unified School Districts.

Responsibilities

• Execute the Reading Partners program across five schools in Oakland and San Lorenzo Unified School Districts, ensuring fidelity to program quality standards and high impact for an average of 50 students per reading center.
• Supervise program implementation to ensure students achieve literacy goals:
  • Assess, enroll, and place each student properly in the curriculum.
  • Achieve 90% student enrollment by early February each school year.
  • Maintain above 90% attendance for all enrolled students.
  • Ensure every student completes milestone assessments.
  • Support students in mastering grade-appropriate foundational literacy skills, with 85% meeting their end-of-year growth goal.
• Create and manage systems for student success, including individualized learning plans and ensuring students receive two sessions per week.
• Conduct regular observations of students and volunteer tutors, analyze data, and create action plans to improve results.
• Be present in-person at each reading center for at least 6 hours per week for observations and coaching.
• Cultivate Reading Partners champions within schools and communities:
  • Maintain principal relationships and ensure 90% principal or site supervisor satisfaction.
  • Share student impact information with school stakeholders throughout the year.
  • Coach AmeriCorps Volunteers on relationship-building with teachers and tutors.
  • Advocate for program needs within each school or reading center.
  • Support tutor community-building efforts to recruit and retain volunteers, ensuring 90% tutor satisfaction and ~30% year-over-year retention.
  • Support regional leadership in collecting fee-for-service.
• Recruit, hire, coach, manage, and train a team of up to eleven Reading Partners AmeriCorps Volunteers:
  • Retain 85% of AmeriCorps members through their term of service.
  • Build a strong, positive, and productive team culture.
  • Share best practices and contribute to a growth mindset culture.
  • Coach AmeriCorps Volunteers to use student data for informed decision-making.
  • Conduct weekly 1:1 check-ins to support performance and provide feedback.
• Partner with internal teams to support impact in the San Francisco Bay Area:
  • Collaborate with local and national program staff on student progress, program quality, curriculum, and assessments.
  • Support volunteer tutor experience by attending recruitment and engagement events.
  • Assist the local Development team with fundraising goals and events.
  • Support organizational operations goals.
  • Partner with the Community Engagement team on volunteer recruitment strategies.

Skills

• Leadership & People Management: Coach, inspire, and develop emerging professionals; provide clear guidance, delegate tasks, and support growth. Recruit, hire, onboard, and train AmeriCorps members. Provide on-site and/or virtual support weekly.
• Relationship Development & Communication: Cultivate strong internal and external relationships. Communicate effectively with direct reports, school stakeholders, and staff. Tailor communication to audiences and break down complex topics.
• Educational Expertise: Lead implementation of assessments and curriculum. Ensure high fidelity to the Reading Partners model. Demonstrate knowledge of literacy strategies and behavior management. Assess student performance, analyze data, and create action plans.
• Project Management & Problem Solving: Manage time, balance priorities, and remain adaptable. Anticipate challenges and proactively address them. Make sound decisions considering all stakeholders. Connect strategic priorities with operational details.

Qualifications

• 2-3 years of experience working with elementary-aged students in a learning environment (e.g., teaching, education).

Pay

Full-time, exempt, salaried position with a pay range of $71,353 - $83,945 per year. Salaries are adjusted for geographic regions and based on external market data. Salary negotiations are not engaged.

Schedule

• Hybrid role requiring in-person presence at sites throughout the East Bay and San Francisco Bay Area offices (San Francisco and Oakland) at least 4 days per week.
• May require evening and/or occasional weekend attendance for program and community engagement events.
• Regular travel throughout the San Francisco Bay Area.
