Program Manager (PHCOE)
HJF is seeking a Program Manager to strategically guide one or more project managers and related technical staff, ensuring effective progress toward the objectives of a long-term research initiative. This role oversees moderate to highly complex programs and provides technical and operational support for the Psychological Health Center of Excellence (PHCoE), a Department of Defense (DoD) initiative improving mental health service delivery among service members. PHCoE collaborates across the DoD, Department of Veterans Affairs, and other agencies to develop clinical practice guidelines, evidence-based resources, and clinical support tools for psychological health conditions, substance use disorders, and suicide risk.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization advancing military medicine through research and administrative support for military, medical, academic, and government clients.
Responsibilities
- Serve as the main point of contact and liaison between internal and external stakeholders, including Principal Investigators, Program Sponsors, organizational leadership, and project management teams.
- Establish and maintain effective working relationships on matters of mutual interest; track and report on progress and outcomes.
- Manage key program elements, including goals, milestones, risks, resources, budgets, standard operating procedures, quality control, and results.
- Identify project interdependencies and align resources and efforts where appropriate.
- Supervise, advise, and guide Project Managers and technical staff throughout the program lifecycle, focusing on strategic direction; take corrective action as needed.
- Support and participate in planning, creation, and submission of proposals and agreements as requested.
Supervisory Responsibilities
- Direct authority to make decisions on employee hiring, disciplinary action, starting salaries, and merit increases.
- Conduct employee performance evaluations and direct work activities.
Qualifications
- Bachelor’s degree required; Master’s degree preferred (Business Administration or Life Sciences field of study).
- Minimum of 9–10 years of relevant experience.
- At least 8 years of full-time experience as a contract program manager overseeing contracts/task orders of similar size and complexity.
Skills
- Capability to effectively support the organization through oversight of contractor personnel and deliverables.
- In-depth knowledge of federal budget processes and fundamental principles of project management.
- Strong interpersonal skills, including clear verbal and written communication, team-building, and problem-solving.
- Working knowledge of software including Microsoft Office, proposal/project tracking, and data analysis tools.
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
- Prior experience in the life sciences strongly preferred.
- US Citizenship and ability to obtain and maintain a T3/Secret Clearance, including background check and drug screening.
Physical Capabilities
- Lifting: Requires lifting materials up to 10 lbs.
- Ability to stand or sit at a computer for prolonged periods.
Licenses and Certifications
- Project Management Professional (PMP) preferred.
Work Environment
This position will take place primarily in an office setting.
Pay
The annual salary pay range for this position is $93,100–$150,000, with actual pay determined based on experience and education.
