Program Manager IV
Our client, a premier utility provider, is seeking an experienced Program Manager to serve as a key integration point for the IT Third-Party Strategy and Operations (TPSO) leadership team. This role drives cross-functional initiatives supporting IT vendor strategy, contract governance, labor programs, financial oversight, and operational excellence.
Responsibilities
- Lead complex, cross-functional initiatives supporting IT third-party strategy and operational objectives
- Coordinate efforts across sourcing, finance, architecture, delivery teams, vendor management, and external partners
- Establish and maintain program governance structures, operating cadences, and execution frameworks
- Manage milestone tracking, RAID logs, action items, dependencies, risks, and decision-making processes
- Drive Technology Investment Planning (TIP) oversight and portfolio execution activities
- Monitor budgets, forecasts, spend, and financial performance metrics across multiple initiatives
- Develop executive-ready communications, dashboards, presentations, and status reports
- Facilitate stakeholder alignment and accountability across diverse business and technology teams
- Identify opportunities to improve governance, operational processes, and third-party management practices
- Support contract governance, labor programs, managed services, and vendor-related initiatives
- Partner with legal, tax, sourcing, finance, and operational teams to ensure coordinated execution
- Provide informal leadership and guidance to stakeholders and project teams while reinforcing strategic priorities and execution discipline
Requirements
- Bachelor's degree or equivalent professional experience
- 8+ years of program or project management experience leading complex, enterprise-level initiatives
- Strong experience managing cross-functional programs across technology and business organizations
- Demonstrated expertise in governance, operating rhythm management, and program execution
- Experience managing risks, issues, dependencies, decisions, and milestones in large-scale programs
- Excellent executive communication and presentation skills
- Strong financial acumen, including budgeting, forecasting, spend management, and performance reporting
- Experience preparing executive-level reporting and strategic communications
- Ability to influence stakeholders and drive accountability without direct authority
- Strong analytical and data-driven decision-making skills
- Experience working within IT organizations and communicating effectively with technology leaders
- Proven ability to manage multiple competing priorities in a highly matrixed environment
Preferred Qualifications
- Experience with vendor management, third-party management, or contract governance
- Managed services, contingent workforce, or MSP program experience
- Governance, Risk, and Compliance (GRC) experience
- Experience in regulated industries such as utilities, financial services, healthcare, or banking
- PMP, Six Sigma, Lean, or similar certifications
- Experience supporting technology portfolios involving software, hardware, telecommunications, and labor programs
- Knowledge of procurement, sourcing, and vendor management processes
- Strong process improvement and organizational effectiveness experience

Work Environment
Location: Oakland, CA
- Hybrid work schedule, minimum of one day onsite required
- Wednesdays serve as the primary collaboration day
- Occasional onsite meetings and offsite events in San Ramon may be required
- Remote candidates may be considered but must work Pacific Time hours
- 52-week contract with potential for extension or conversion based on business needs and funding
- Reports directly to the TPSO leadership team and serves as a key leadership partner across the Office of the CIO
Pay
The approximate pay range for this position is between $58.00 and $84.00 per hour. Final compensation may vary based on factors including but not limited to background, knowledge, skills, and location.
