This position is located at the Plaza Health Center in SE Portland, OR, with a typical schedule of Monday through Friday, 8:30 a.m. to 5:00 p.m. Flexibility may be required to accommodate program needs.

About the Role

The Program Manager II works as part of an interdisciplinary team, ensuring program activities are administered effectively and in accordance with regulatory requirements. This role provides clinical oversight, support, and professional development for assigned staff while promoting integrated care, trauma-informed approaches, and a person-first philosophy. The position is centered on direct client, staff, and community engagement and does not include hybrid or remote work options.

Program Overview

Cascadia’s Supported Employment program helps clients achieve independence, hope, and recovery through meaningful employment. The program follows the Individual Placement and Support (IPS) model, an evidence-based practice that focuses on:

  • Individual strengths, skills, and abilities
  • Personal recovery and wellness
  • Personalized, long-lasting services for sustained employment success

Employment Specialists provide end-to-end support, including job search, application, hiring, and transition processes (e.g., promotions or transfers).

Responsibilities

  • Manage day-to-day operations of the clinical program, including client care, quality improvement, and service delivery.
  • Collaborate with leadership to set annual goals aligned with integrated treatment and Cascadia’s mission.
  • Investigate and resolve client complaints with support from Quality Management and compliance teams.
  • Develop and monitor an operating budget, ensuring expenditures stay within approved limits.
  • Attend internal and external meetings to collaborate, problem-solve, and advocate for the program.
  • Leverage clinical data to monitor performance and inform decision-making.
  • Serve as a liaison between departments, facilitating collaboration among interdisciplinary teams.
  • Assess progress toward goals and revise plans, systems, policies, and procedures as needed.
  • Provide input into policy, procedure, and system development to support program goals.
  • Comply with laws, regulations, contracts, MOUs, and grants governing the program.
  • Assist in crisis situations following established protocols and coordinate with the treatment team.
  • Maintain accurate, up-to-date documentation to ensure compliance with agency policies, regulations, and billing requirements.
  • Adhere to mandatory abuse reporting laws, HIPAA requirements, and safety regulations.
  • Complete assigned training and participate in staff meetings, supervision sessions, and other required gatherings.

Supervisory Duties

  • Provide regular supervision, coaching, and annual training oversight for direct reports.
  • Collaborate with leadership to determine staffing needs, recruit, hire, and train staff in alignment with Cascadia’s values.
  • Establish work plans and priorities for staff and assess their progress.
  • Ensure timely completion of annual employee training requirements.
  • Participate in an Administrator On-Call rotation as scheduled.

Leadership

  • Demonstrate thought leadership, innovation, and creativity in program development.
  • Collaborate with the leadership team to develop, review, and revise clinical guidelines and operational workflows.
  • Model and maintain a work culture that reflects Cascadia’s values.
  • Develop and maintain strong relationships with internal and external stakeholders to promote quality and efficiency.

Requirements

  • Master’s degree in a behavioral science field from an accredited college or university.
  • Demonstrated competencies as outlined in Oregon Administrative Rules (OAR) to credential as a Qualified Mental Health Professional (QMHP); certification must be current and compliant.
  • Preferred: CADC credential in addition to a Master’s degree, given the prevalence of substance use/abuse in the population served.
  • Minimum five years of experience in community mental health or a related field.
  • Three years of clinical experience providing community behavioral health services and a minimum of two years of staff supervisory experience.
  • Preferred: One year of experience providing supported employment services.

Skills & Abilities

  • Understanding of the unique clinical needs of individuals served by the program.
  • Familiarity with the recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based strategies.
  • Expert-level written and verbal communication skills.
  • Proactive approach to collaboration and problem-solving to meet deadlines.
  • Proficiency in computer hardware and software required for the role.
  • Highly resourceful team-player with the ability to work effectively independently.
  • Valid driver’s license, three-year driving history, clean driving record, and ability to pass a DMV check (including completion of Cascadia’s online Defensive Driving course).
  • Ability to perform Basic Life Support (BLS) and use AED equipment; BLS certification training provided within the first 60 days of hire.

Working Conditions

Environmental

  • Work is performed in administrative and clinical offices, acute care settings, and community locations (e.g., client residences, correctional facilities, shelters, hospitals, public spaces, and social service sites).
  • Meal periods and breaks may be interrupted.
  • Universal precautions and environmental awareness are critical due to potential exposure to violent behavior, disease, biohazards, noise, and contaminants.

Mental Demands

  • Work involves diverse tasks and addressing unpredictable circumstances, requiring flexible time management.
  • Regularly exercises sound judgment in dynamic situations.

Pay

Starting rate range: $80,525.49 – $86,286.18 USD.
