About the role
The Program Management Specialist II supports the Drug Enforcement Administration’s IT Governance and Capital Planning and Investment Control (CPIC) program. The role provides analytical, operational, and governance support across the IT investment lifecycle.
Responsibilities
- Supports IT portfolio management, investment governance, strategic planning, organizational analysis, and performance management initiatives that align technology investments with mission objectives and federal requirements.
- Provides analytical, operational, and governance support across the IT investment lifecycle, helping leadership evaluate portfolio performance, manage strategic initiatives, and improve organizational effectiveness.
- Supports Organizational Development analysis to support As-is and To-be models with recommendations to improve the organization’s efficiencies and effectiveness in full utilization of resources and delivering quality products to the customer.
- Supports IT Portfolio Management methodologies and processes, tools, strategic planning, trend analysis, organizational reporting and presentations, and identification of performance indicators for the purpose of performance measurements.
- Writes alternative analyses, business cases or point papers based on research, analysis, and observations.
- Supports the Capital Planning and Investment Control (CPIC) process and other IT investment processes and requirements; familiar with the Technology Business Management (TBM) framework.
- Implements a continuous process of identifying, selecting, and managing a portfolio of projects in alignment with key performance metrics and strategic business objectives.
- Provides recommendations, processes, procedures, writing policies, and support in an IT Portfolio Management program.
- Provides alternate methods to manage IT Strategic Planning and Portfolio Management activities across the IT organization with an innovative solution to forecast future benefits of a comprehensive IT portfolio, to include IT Technical Roadmaps and Business Roadmaps based on Government mandates.
- Conducts organizational level reporting linking technologies to outcomes and mission-related tangible and intangible benefits.
- Assesses, interprets, and provides guidance regarding federal government budget and reporting directives and instructions.
- Supports project planning and schedule development/maintenance activities.
- Supports other PMO tasks as assigned.
- Performs IT strategic/organizational planning, portfolio and program management, IT investment management, IT governance.
- Provides Weekly and Monthly Status Reporting.
- Supports other PMO tasks as assigned.
Requirements
- Must be a U.S. Citizen and currently hold an active Secret or Top Secret clearance.
- Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field.
- Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credentials.
- Minimum 10+ years of experience supporting federal IT programs, governance initiatives, or management consulting engagements.
- Experience supporting Capital Planning and Investment Control (CPIC) processes.
- Experience with IT Portfolio Management, IT Governance, or Technology Business Management (TBM) frameworks.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Experience developing executive briefings, reports, presentations, and technical documentation.
Qualifications
- Must be a U.S. Citizen and currently hold an active Secret or Top Secret clearance.
