Our Path Home is Ada County’s partnership dedicated to preventing and ending homelessness. The Program Manager II is a highly visible, collaborative leader who brings together City and County departments, community organizations, and partner agencies to translate shared priorities into coordinated action. The ideal candidate excels at working across divisions, departments, and agencies; managing complex initiatives and competing priorities; and building the partnerships needed to achieve system-level results.

About the role

This position serves as the city’s lead strategist, implementer, and advisor on homelessness, developing cross-department collaboration for all city employees that interact with people experiencing homelessness and partners implementing solutions. The role oversees all homelessness-related programs and initiatives, manages dynamic partnerships, and implements a countywide resource allocation plan that leverages multiple funding sources while adhering to complex regulations.

Responsibilities

  • Manages professional, technical, and other staff; determines organizational structure, staffing needs, and work strategies to ensure operations comply with organizational goals.
  • Serves as the city’s lead strategist and advisor on homelessness, fostering cross-department collaboration.
  • Oversees all homelessness-related programs and initiatives, managing complex partnerships and community needs.
  • Implements a countywide resource allocation plan combining municipal, county, state, federal, and private funding while adhering to regulations.
  • Supports performance measurement and proper resource expenditure, including reporting to funding partners.
  • Conducts needs analyses on housing affordability and homelessness, creating and implementing annual action plans to address system gaps.
  • Analyzes and synthesizes priorities of the city and community partners, pursuing new funding sources to close service gaps.
  • Facilitates the development of supportive housing and housing for households exiting homelessness.
  • Aligns public, private, and philanthropic funding to support evidence-based interventions and strategic goals.
  • Manages relationships, roles, and functions of partner agencies to create a systematic, collaborative approach to homelessness.
  • Organizes and facilitates meetings for partner agencies, committees, and work groups.
  • Evaluates outcomes of homelessness initiatives and refines strategies for continuous improvement.
  • Supervises and administers the partnership’s database, designing data monitoring, visualization, and performance measurement tools.
  • Creates internal and public-facing data dashboards to monitor performance and impact.
  • Oversees consultants and provides technical assistance.
  • Develops federal and local funding applications and manages competitive application processes.
  • Prepares and oversees the annual sheltered and unsheltered point-in-time count and housing inventory count.
  • Ensures federal reports are accurate, oversees annual performance reviews, and conducts longitudinal system analyses.
  • Performs other duties as assigned.

Requirements

  • Bachelor’s degree in public administration, communications, business administration, community development, or related area.
  • Eight years of professional experience in project management, organizing, and convening multidisciplinary groups.
  • Or an equivalent combination of education and/or experience.
  • Valid state-issued driver’s license.
  • Ability to pass City of Boise background check processes, including a criminal history check, reference checks, and driving record check.

Qualifications

Required Knowledge and Abilities:

  • Grant writing and program evaluation.
  • Stakeholder outreach practices and principles.
  • Regional and strategic planning and implementation.
  • Change management methods.
  • Computer usage, including related software.
  • Develop ideas from concept through implementation using group facilitation skills.
  • Read, interpret, and apply complex rules, regulations, policies, and procedures.
  • Compile, develop, and organize data into clear written reports.
  • Analyze information, identify alternatives, and develop conclusions.
  • Prioritize and manage multiple projects simultaneously.
  • Communicate effectively in English, including public speaking.
  • Perform essential functions with or without reasonable accommodation.
  • Operate vehicles safely with an acceptable driving record.

Preferred Knowledge and Abilities:

  • Master’s degree in public administration, communications, business administration, community development, or related area and twelve years of relevant experience.
  • Experience with data management and visualization systems.
  • Knowledge of U.S. Department of Housing and Urban Development programs and regulations, the McKinney-Vento Homeless Assistance Act, Fair Housing Act, and Continuum of Care Program.
  • Ability to negotiate and build coalitions.

Working Conditions

Physical Efforts: While performing duties, the employee frequently lifts/carries up to 10 pounds and occasionally up to 20 pounds. The role involves occasional pushing/pulling up to 20 pounds. Sensory abilities include talking, hearing, close vision, distance vision, peripheral vision, and depth perception. The position requires sitting and hand/finger dexterity.

Working Environment: Work is primarily indoors, with occasional vehicle use. Noise levels are occasionally moderate.
