About the Role
Cascadia operates several licensed residential treatment homes for adults experiencing mental health challenges. Our homes provide psychiatric treatment, personal care, skills training, and case management. The Program Manager II works as part of an interdisciplinary team to ensure program activities are administered effectively and in accordance with regulatory requirements. This position provides clinical oversight, support, and professional development for assigned staff while promoting integrated care, trauma-informed, and person-first approaches.
Responsibilities
- Manage the day-to-day operations of assigned clinical program, including client care, quality improvement, and service delivery.
- Collaborate with leadership to set annual goals and objectives aligned with integrated treatment and Cascadia’s mission.
- Investigate and resolve client complaints with support from Quality Management and Cascadia’s compliance department.
- Assist with the development of an operating budget, monitor expenditures, and control costs.
- Attend internal and external meetings to collaborate, problem-solve, advocate for programs, and maintain positive working relationships.
- Oversee and leverage clinical data to monitor performance and assist in decision-making.
- Serve as a liaison between departments, facilitating collaboration among interdisciplinary teams.
- Assess progress toward goals and revise plans, systems, policies, and procedures to ensure success.
- Provide input into the development of policies, procedures, and systems in support of program goals.
- Comply with laws, regulations, policies, and procedures under which the program and company operate.
- Manage relevant Contracts, Memorandum of Understanding (MOU), and Grants.
- Assist in crisis situations as appropriate; follow protocols and procedures in coordination with the treatment team.
- Respect and honor client rights and responsibilities while demonstrating professional boundaries and ethics.
- Maintain accurate and up-to-date documentation ensuring compliance with agency policies, local, state, and federal regulations, and billing requirements.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Understand safety regulations and evacuation procedures; participate in regular safety drills.
- Complete assigned employee training in compliance with program and company requirements.
- Provide guidance, support, and training to other staff in alignment with company mission and values.
- Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.
- Provide regular supervision, coaching, and annual training oversight for direct reports.
- Determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains Cascadia’s values.
- Establish work plans and priorities for staff members and assess their progress.
- Promote and complete annual employee training requirements on a timely basis.
- Demonstrate commitment to continuing professional development.
- Participate in an Administrator On-Call rotation as scheduled.
- Take initiative in thought leadership, innovation, and creativity.
- Collaborate with the leadership team to develop, review, and revise clinical guidelines and operational workflows.

- Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in operations.
Requirements
- Bachelor’s degree in a behavioral science field from an accredited college or university or three years of full-time professional experience providing direct service to individuals in a social service setting.
- Demonstrate competencies to become credentialed as a Qualified Mental Health Associate (QMHA) as outlined in the Oregon Administrative Rulings (OARs). Certification must be kept current through MHACBO.
- Minimum five years of experience in community mental health or a related field.
- Three years of clinical experience providing community behavioral health services and a minimum of two years of staff supervisory experience.
- Valid driver’s license, three-year driving history, clean driving record, and ability to pass a Driver Motor Vehicle (DMV) check.
- Ability to perform Basic Life Support (BLS) and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire.

Working Conditions
- This role is centered on direct client, staff, and community engagement and is designed for in-person work without hybrid or remote options.
- Work is performed in administrative and clinical offices, acute care settings, and community settings including client residences, correctional facilities, shelters, hospitals, public places, and other social service sites.
- Meal periods and breaks are subject to interruption.
- Universal precautions and environmental awareness are critical due to potential exposure to violent behavior, disease, biohazards, noise, and contaminants.
- The work involves addressing new and unusual circumstances, requiring flexibility in time management and sound judgment.

Pay
- Starting rate range: $80,525.49 - $86,286.18 USD.
