About the Role

Cascadia’s Community Program Manager III oversees and maintains day-to-day operations of permanent supportive housing programs. This role directs QMHP, QMHA, Peer Wellness, and administrative staff in providing treatment and housing retention supports for client households, while adhering to a Trauma Informed Care model. The position involves leadership in inter-agency program development, staff training, and implementation of evidence-based practices in specialized supported housing services. The Program Manager III ensures program goals align with Cascadia’s mission of delivering integrated mental health, addiction services, primary care, and housing to promote well-being in the community.

Responsibilities

  • Develop annual program goals and objectives consistent with Cascadia’s strategic goals.
  • Assist in updating policies, procedures, and systems to support agency goals for permanent supportive housing and clinical services.
  • Determine staffing requirements, recruit, hire, train, and evaluate staff; establish work plans and priorities.
  • Oversee daily operations, provide training, and ensure program goals and contract objectives are met.
  • Lead adherence to agency policies and procedures, including regular review and updates of program-specific guidelines.
  • Coordinate with Cascadia Housing property management and community partners to resolve interagency issues.
  • Serve as the lead for Critical Incident processes, including documentation and coordination with Quality Management and Human Resources.
  • Monitor program effectiveness, implement changes to improve service quality, efficiency, and contract outcomes.
  • Evaluate and recommend methods, systems, and treatment strategies to manage costs and develop new revenue sources.
  • Prepare reports on key data points for leadership and stakeholders.
  • Maintain research orientation and translate best practices or evidence-based models into service delivery.
  • Lead and model crisis interventions, follow emergency protocols, and ensure a trauma-informed environment.
  • Oversee safety protocols, training, and therapeutic interventions for staff and clients.
  • Ensure compliance with documentation requirements in electronic health records (EHR) and ancillary records.
  • Provide oversight for consistent and professional service delivery, including case management and behavioral health assessments.
  • Coordinate treatment and continuity of care with community stakeholders, guardians, legal systems, and medical providers.
  • Respect client rights, maintain professional boundaries, and adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual training requirements and participate in staff meetings, supervision, and professional development opportunities.
  • Manage daily program operations, including clinical and medically related services, to ensure consistency and high utilization of services.
  • Promote a therapeutic, welcoming, and safe community environment in collaboration with the Housing Outreach Team (HOT).
  • Lead program partnerships and coordinate with administrative support staff for accurate HMIS data entry and grant spending tracking.
  • Ensure grant fund spending remains within limits and submit contract reports quarterly and annually.
  • Coordinate referrals and placements through Cascadia’s Coordinated Entry process for Permanent Supportive Housing.
  • Establish and revise annual operating budgets, revenue plans, and strategic goals for program success.
  • Facilitate team clinical meetings, staff trainings, and partnership meetings.
  • Ensure compliance with city, state, and county regulations, as well as internal policies and grant requirements.

Qualifications

  • Master’s Degree in a behavioral science field or other relevant field from an accredited college or university.
  • Demonstrated competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in OAR 309-016-0005.
  • CADC certification preferred.
  • Minimum of 2 years of management or supervisory experience (staff and programs).
  • Experience working within or leading a program with a harm reduction or housing first modality for adults.
  • Two or more years of experience in homelessness services preferred.

Skills

  • Ability to read, understand, and train staff on Mental Health Assessments and Service Plans.
  • Strong working knowledge of homeless services programming, including HUD, local services, and population-specific needs.
  • Understanding of recovery model, harm reduction, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management.
  • Proficiency in using electronic health records (EHR) and data systems for reporting and documentation.
  • Ability to prepare reports and analyze program data.
  • Valid driver’s license with a clean three-year driving history; ability to pass DMV check and complete Cascadia’s Defensive Driving course.
  • Ability to commute to various Cascadia and community locations as needed.
  • Certification in CPR, First Aid, and proper use of AED equipment; certifications must remain current.

Working Conditions

Work is performed in residential and office settings. Daily routines may be hectic, requiring the employee to perform various functions and occasionally cover tasks of other employees. Meal periods and breaks are provided as per schedule.
