The Center for Preparedness and Response (CPR) within CDPH is dedicated to safeguarding public health during emergencies such as natural disasters, disease outbreaks, bioterrorism, and other health threats. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts through planning, training, exercises, and partnerships with local health departments, federal and state agencies, and community organizations.

About the Role

Under the direction of the Center for Preparedness and Response (CPR) Response Section Program Manager II, the Program Manager I (PM I) serves as the Chief of the Regional Disaster Public Health Representative (RDPHR) Unit, overseeing the CDPH’s RDPHR Program. The role involves developing RDPHR roles and responsibilities, managing program oversight, and collaborating with internal and external partners, including California Mutual Aid Regions, counties, Emergency Medical Services Authority (EMSA), California Governor’s Office of Emergency Services, and other state agencies to ensure continuity of preparedness, response, and recovery activities.

Occasional requirements include working outside core business hours, travel, and transporting up to 25 lbs. Up to 50% travel is required.

This position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces the monthly base pay by 2% in exchange for 3.5 hours of leave credits through June 2027. The salary ranges listed do not reflect this reduction.

Responsibilities

• Oversee the California Department of Public Health’s (CDPH) Regional Disaster Public Health Representative (RDPHR) Program.
• Develop RDPHR roles and responsibilities in alignment with CPR’s program vision.
• Manage and provide oversight to the CDPH RDPHR program.
• Collaborate with internal and external partners, including the six California Mutual Aid Regions, counties, Emergency Medical Services Authority (EMSA), California Governor’s Office of Emergency Services, California Emergency Support Function (CA-ESF) 8, and other CA-ESF partners.
• Ensure continuity of preparedness, response, and recovery activities.
• Address urgent operational needs or conduct emergency-related response activities, which may require working outside core business hours and travel.

Requirements

• New to California state service: Must have taken and passed the examination for this classification.
• Current state employees without transfer or list eligibility: Must have taken and passed the examination for this classification.

Pay

$8,230.00 - $10,242.00 per month. New to state candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Schedule

Permanent, full-time position. Hybrid telework arrangement.
