About the role
The Program Manager shall provide contract oversight for the Department of the Air Force, 435 Air Ground Operations Wing (AGOW) Human Performance Optimization (HPO) program. The PM will oversee clinical staff who provide comprehensive one-on-one clinical care to personnel assigned to the 435 AGOW focused on improving physical readiness, enhancing durability, reducing injury risk, and optimizing overall mission performance. The program supports enhanced physical performance, reduced injury risk, improved behavioral resilience, optimized cognitive performance, and strengthened mission effectiveness, operational readiness, and long-term durability of assigned personnel.
This job is contingent upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.
Responsibilities
- Maintain accountability for contractor personnel, coordinate staffing actions (including DOCPER actions with the COR), manage schedules, oversee continuity of operations, coordinate corrective actions, and ensure compliance with contract requirements.
- Oversee the direction, motivation, and development of staff to align with and promote the company’s mission, vision, values, and brand.
- Develop and foster relationships with Contracting Office Representative(s) (COR) acting as a liaison between contract client and corporate offices.
- Collect data, analyze trends, and prepare required reports to the COR as specified by the contract.
- Collaborate with the client to meet the goals of the contract/task order.
- Anticipate operational/contractual issues and address potential issues proactively.
- Oversee the development, implementation, and evaluation of strategic plans and program goals for contracts/task orders.
- Observe staff and performance of assigned contracts/task orders; review site performance with site leadership, facilitate performance improvement plans, implement corrective actions, and monitor progress.
- Notify the COR of any significant operational issues, staffing concerns, mission impacts, or performance deficiencies that could affect contract execution.
- Proactively participate in recruitment strategy implementation across assigned contracts and sites, including interviewing candidates and filling open positions.
- Perform initial, annual, and special HPO evaluations or services appropriate to the role.
- Participate in training, drills, and emergency response activities.
- Identify and report conditions impacting safety, reliability, or mission readiness.
- Support quality assurance and continuous improvement activities.
Requirements
- Minimum of 5 years program management experience.
- Bachelor’s Degree in Business Administration, Healthcare Administration, or a healthcare-related field.
- Prior federal government contracting experience.
- Experience managing contract(s) in Healthcare, Occupational Health, or Human Performance Optimization supporting military, law enforcement, or first responders.
- Advanced experience with Microsoft suite (Word, Excel, PowerPoint, SharePoint, Project Manager, Power BI, Teams, Copilot).
- Must be a US Citizen.
Preferred Qualifications
- Familiarity with Department of Defense Contractor Personnel Office (DOCPER) and U.S. Army Europe and Africa office that manages NATO Status of Forces Agreement (SOFA).
- Familiarity with Human Performance Optimization (HPO) related programs.
- Program Management certification.
- Experience managing a contract internationally and on-site.
- Master’s Degree in Business Administration, Healthcare Administration, or a healthcare-related field.
Schedule
Services shall be performed Monday through Friday between the hours of 0730 and 1630 local time, excluding U.S. federal holidays.
Location
On-site at Ramstein Air Base, Germany. Relocation available.
