Program Manager - Device & Commodity

About the role

The management-level position oversees the Device and Commodity Inspection Program, ensuring accuracy of commercial weighing and measuring devices statewide, conducting egg quality inspections, package checks, price verifications, USDA Country of Origin Reviews, and enforcing the Unfair Milk Practices Act.

Responsibilities

• Direct or assist division leadership in policy development, program planning, and coordination.
• Evaluate the effect of policy and organizational changes, and review/revise programs to ensure compliance with laws, regulations, and procedures.
• Select, train, direct, and evaluate approximately 21 program staff members.
• Develop budget requests, monitor expenditures, and recommend cost-saving measures.
• Conduct investigations, special studies, and prepare reports to evaluate existing policies and practices.
• Participate in the development, implementation, or interpretation of new or revised programs, departmental, or legislative initiatives.
• Obtain a minimum of 40 hours of continuing education per fiscal year to comply with leadership development rules.
• Attend manager meetings, leadership retreats, and weights and measures association meetings (CWMA/National Council) to assist with updates to NIST HB44, HB130, and HB133.
• Travel throughout the state as needed.
• Perform other duties as assigned.

Requirements

• Six or more years of professional or technical experience in agriculture, business management, public administration, or a closely related field (may include relevant bachelor’s degree completion).
• Valid Missouri Driver’s License.
• Experience managing and supervising staff, prioritizing workloads, and directing staff to achieve program goals.
• Prior experience in a regulatory environment, dealing with state or federal rules and regulations.
• Ability to travel statewide to build relationships with field staff and learn job requirements.
• Strong communication skills for interacting with leadership, team members, and the public.
• Willingness and ability to read, comprehend, and apply NIST Handbook 130, 133, and 44 requirements.

• Extensive leadership experience and advanced computer skills.
• Customer service experience and problem-solving abilities.
• Knowledge of Continuous Improvement Principles.
• Proficiency with administrative rulemaking.
