Program Manager (Contingent Upon Contract Award)
About the Role
Chugach Government Solutions (CGS) is seeking a Program Manager to support critical missions as a government contractor. This position is contingent upon contract award and is located in Blackstone, VA.
Responsibilities
The Program Manager shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the Government, as required to meet the overall requirements of the Operations and Maintenance (O&M) Contract. Essential job duties include:
- Managing all operational aspects of the project, including cost, schedule, and technical performance management, personnel and subcontractor management, and other related operations activities.
- Managing expectations and relationships with the client senior management, company senior management, and project teams.
- Anticipating problems and opportunities, and addressing them appropriately and effectively.
- Negotiating and overseeing the development, implementation, and reporting of performance metrics.
- Performing continuous review of program performance results and interfacing with the client to address status, operational issues, and metrics in a timely manner.
- Defining and establishing the project organization and project staffing requirements.
- Identifying resources required for the project and overseeing employee selection, hiring, and development.
- Leveraging the full range of corporate resources to improve service delivery.
- Serving as a key team member in proposal efforts and sales calls to develop solutions that meet client expectations.
- Ensuring work is executed in accordance with company practices and values and client specifications.
- Communicating with the corporate office on all matters related to contract execution and performance.
- Holding full accountability for the program’s profit and loss for the corporate business line.
- Providing leadership, direction, and necessary resources to ensure successful and effective contract performance in areas such as safety, quality of work, cost productivity, and compliance with established procedures.
- Establishing and maintaining a Safety Program in accordance with contract requirements and corporate program.
- Assigning clear and understandable responsibilities for the various aspects of the safety program and ensuring employees with assigned responsibilities have adequate resources and authority to perform their assigned duties.
- Committing resources as necessary to resolve safety issues and concerns.
- Demonstrating safety management leadership and commitment by developing, implementing, monitoring, and improving initiatives focused on safety performance.
- Exercising sound business practices and ensuring all business activities are in compliance with corporate policies, procedures, and contract requirements.
Requirements
Mandatory requirements include:
- A bachelor’s degree in an engineering, construction, facilities, contracts, or related field, or equivalent schools’ training/certifications.
- A Top-Secret security clearance.
- A minimum of 15 years’ experience in related O&M support services and/or facilities management, with a minimum of 5 years’ experience in providing such services to large facilities or operations.
- A certificate from either the International Facility Management Association (IFMA) as a CFM, BOMI International as a FMC, or Association for Facilities Engineers (AFE) as a CPMM.
Working Conditions
This position is primarily performed in an office setting using standard office equipment. Work may require occasional weekend work.
Physical Requirements
Work requires the ability to operate a computer and work in a standard office environment, communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, and use sound judgment. Ability to sit, stand, walk for extended periods of time and the ability to lift 50 pounds.
