Program Manager - Contingent

About the role

Our client is seeking a Program Manager to oversee a portfolio of government programs, providing leadership, strategic planning, and operational management. The ideal candidate will have experience in personnel support, welfare, and outreach initiatives, strong communications and marketing expertise tailored to military and government audiences, and an emphasis on brand management, digital marketing, and stakeholder engagement. The role requires a solid understanding of cloud technologies and familiarity with various IT platforms relevant to government and defense sectors. This is a contingent position dependent on the award of the associated contract to Aretum and successful completion of any required background investigation or security clearance verification.

Responsibilities

• Collaborate with government clients to develop innovative, mission‑focused solutions that drive operational efficiency and effectiveness.
• Create and refine digital products that meet client needs, focusing on data analytics, user feedback, and continuous improvement of digital services.
• Drive development and management of digital platforms, websites, or portals to improve service delivery and foster engagement for military or government personnel.
• Provide management, direction, administration, quality assurance, and leadership to ensure successful program outcomes.
• Develop new programs aligned with the organization’s strategic direction and create long‑term goals.
• Manage diverse initiatives across domains such as Next Generation Analytics, Engineering Services, Training Services, IT Systems, Cyber Security, PMO Support, and Financial Consulting.

Requirements

• Master’s degree in business, management, or a related field.
• 10+ years of experience planning, directing, and implementing large‑scale programs of similar scope and complexity.
• 5+ years of experience overseeing teams delivering user‑centric digital solutions for military or government audiences.
• Proven experience crafting and executing marketing strategies for military and government audiences, with emphasis on brand management, digital experience, and strategic outreach.
• Strong contract management skills with the ability to oversee program‑level financials.
• Experience managing diverse teams in Department of Defense or other government agency complex IT environments.
• Familiarity with various IT platforms relevant to government and defense sectors.
• Current Project Management Institute (PMI) Project Management Professional (PMP) certification.
• Active Top Secret clearance.
