Essential Duties and Responsibilities
- Establish and maintain relationships with Customers and stakeholders
- Work closely with customers and development teams to plan and develop features, deliverables, cost estimates, and development schedules for new projects
- Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives
- Techically guide, mentor and lead 40+ people across several contracts and multiple agencies
- Understand the Government’s budget process to help position ICR for improved support to mission and stakeholders
- Development and delivery of presentations for Customers and program stakeholders
- Proposal development and capture planning and strategy for new initiatives
- Work with other program managers to identify risks and opportunities across multiple projects
- Analyze, evaluate, and overcome program risks, and produce program reports for sponsors
- Document and communicate highly technical concepts effectively to technical and non-technical audiences in a clear and effective manner
- Collaborate with Contracts, Finance, Security, Facilities, and IT teams to effectively and efficiently execute programs
Required Skills and Qualifications
- 20+ years SIGINT/COMINT mission experience, preferably with time as a collector & analyst (ELINT/FIS experience is not really comparable)
- Active Top Secret security clearance with SSBI and SCI access/eligibility
- CI Poly or Full-Scope Poly required
- US Citizenship required
- Bachelor's degree in Engineering, Computer Science, Business Administration or related field, or military equivalent of technical expertise
- Experience with Agile software development lifecycle and use of associated tools
- 10+ years of experience leading and managing teams and resources
- Experience managing/leading the development of software systems on Government programs
- Exceptional leadership, time management, organization, decision making, and verbal and written communication skills
- Experience and understanding of how agencies and services interact with other agencies as well as how they function internally
- In depth understanding of national systems architectures and data flow
- Have a vision for future architectures and technology threats
- Exceptional analytical and problem solving skills
- High level of self-initiative and self-motivation with the ability to work under minimal supervision
- Prominent track record of success supporting the Government and/or Prime Contractors to deliver operational systems
- Working knowledge of Federal Acquisition Regulations (FAR) and Government contracting
Preferred Skills and Qualifications
- Experience negotiating with and managing suppliers and/or subcontractors
- Strong systems engineering and technical management skills
- Experience building strategic plans, roadmaps, and future program plans
Pay
Salary Range: $150,000 - $236,000
