Program Manager.

Responsibilities

• Manage operations and maintenance programs at the Bonneville Project.
• Serve as the front-line supervisor and rating official for environmental compliance, safety, and security.
• Prepare and justify initial budget estimates for personnel, equipment, materials, and supplies required to carry out safe and efficient operation and maintenance programs.
• Monitor progress, measure performance, and take necessary corrective action to maintain agreed-upon schedules and costs.
• Ensure safety procedures are in place to provide a safe environment for employees and visitors.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires annual confidential financial disclosure.
• Foundational qualification requirements must be met within 9 months; resident qualification requirements within 12 months; and 20 hours of Continuous Professional Development (CPD) per work role.
• A driver's license is required.
• This position requires personal protective equipment provided by the employer.

To qualify, you must meet the specialized experience requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe at least one year of specialized experience equivalent to the next lower grade with:

• Planning and assisting with the operation and maintenance activities of a large hydropower project.
• Assisting with the development and execution of an annual operating budget.
• Advising on environmental compliance programs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
