About the Role

Bowhead is seeking a Program Manager for a potential contract providing oversight and supervision of personnel delivering operations, logistics, and maintenance support to Commander Navy Region Southeast (CNRSE) based out of Mayport, Florida.

Responsibilities

  • Manage all contractual requirements and deliverables, ensuring timely completion, quality, and budget adherence.
  • Communicate effectively with Military and Civilian Government personnel regarding operations and equipment status.
  • Oversee day-to-day duties of personnel supporting CNRSE requirements, including Senior Maintenance Engineer, Site Supervisors, Coxswains, Deckhands, Boat Technicians, and Logistics Specialist.
  • Develop, plan, and establish objectives, priorities, budgets, and resource allocations; assign responsibilities to subordinates.
  • Establish policies, operating instructions, and guidance for subordinate teams.
  • Develop goals and objectives for subordinates and ensure compliance with contractual requirements.
  • Drive continuous process improvement in business processes, policies, and procedures.
  • Resolve employee complaints and administer disciplinary measures as needed.
  • Approve or disapprove leave requests from subordinate employees.
  • Conduct and document quality assurance checks of maintenance and repair processes; provide written reports.
  • Perform other duties as assigned.

Requirements

  • 15 years of relevant experience in waterfront operations and management or 10 years of relevant experience with a BA/BS Degree in Management, Marine Transportation, or Engineering.
  • Demonstrable leadership skills and a full understanding of training evolutions for harbor operations, small boat and work boat operations, oil spill response, facility response plans, and oil spill booming strategies.
  • Ability to guide and direct small boat maintenance, including outboard engine, diesel engine, and hull predictive, preventive, and corrective maintenance.
  • In-depth understanding of United States Coast Guard licensing requirements and ability to schedule manpower and equipment for ship movements and operations.
  • Knowledge of American Boat and Yacht Council (ABYC) and American Bureau of Shipping (ABS) standards.
  • Ability to develop shipyard and ship repair work packages with specifications.
  • Intermediate-level skills in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Strong interpersonal and communication skills for all levels of employees and outside contacts.
  • Ability to work independently or as part of a team.

Physical Demands

  • Must be able to lift up to 25 pounds.
  • Must be able to stand and walk for prolonged periods.
  • Must be able to twist, bend, and squat periodically.

Security Clearance

Must be able to obtain and maintain a Secret-level security clearance. U.S. citizenship is required for this clearance.
