PROGRAM MANAGER.

Responsibilities

• Support the development of capabilities for Surface Ship Defense System (SSDS) equipped ships, the initial development of fleet tactics and doctrine, and provide technical support for projects aimed at improving warfighting capability.
• Serve as the organizational lead responsible for exploring concepts of operation, force generation, force posture, sustainment, and integration of future force platforms and capabilities.
• Research, develop, and apply concepts for achieving advantage at sea to improve current and future warfighting capabilities for the surface force, closing lethality gaps in maritime warfare.
• Develop work plans, set priorities, identify development test efforts, and coordinate support for critical development efforts requiring direct input.
• Provide well‑researched position papers and briefings that offer recommendations to develop and execute a comprehensive surface force plan.
• Track and align efforts in surface force testing, experimentation, concept development, and tactics, techniques, and procedures validation.
• Coordinate the integration of warfighting requirements based on current and projected fleet needs and direction from fleet leadership.

Requirements

• Must be a U.S. citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct‑deposit pay program.
• New Department of the Navy employees must successfully pass the E‑Verify employment verification check.
• Current federal employees applying for GS positions must have served at least one year at the next lower grade level (time‑in‑grade) by the closing date.
• Within the Department of Defense, appointment of retired military members within 180 days of retirement is subject to 5 U.S.C. 3326.
• Males born after 12‑31‑1959 must be registered for Selective Service.
• Must obtain and maintain a current valid United States driver’s license.
• Must obtain and maintain an interim and/or final TOP SECRET SCI security clearance prior to entrance on duty; failure may result in withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Position is covered under Public Law 114‑264, the Program Management Improvement Accountability Act (PMIAA).
• Successful completion of a pre‑employment drug test (including marijuana) is required; failure to report to or pass the test may rescind the offer, and random testing will follow.
• Must wear personal protective equipment (helmets, gloves, coveralls, glasses, goggles, respirators, safety shoes) continuously during the work shift.
• May require travel from the normal duty station to CONUS and OCONUS locations, including remote or isolated sites; must be able to travel on military and commercial aircraft for extended periods.
• Subject to an uncommon tour, including nights, weekends, and holidays; overtime or night‑differential pay and/or unusual duty hours may be required.
• Must be required to work onboard ships.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level (or comparable pay band) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Utilizing fact‑finding and analytical techniques to identify problems and recommend corrective actions for programs that support the development of surface ship defense systems or warfighting capabilities.
