PROGRAM MANAGER
About the role
This position is with the Department of Homeland Security, U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), Operational Support Facilities Division (OSF).
OSF is responsible for overseeing the planning, construction, maintenance, repairs, operations, and sustainment of OFAM's facilities pertaining to the Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions of protecting America and its citizens while facilitating legitimate trade and travel.
Responsibilities
- Developing project requirement documents, cost estimates, risk registers, and preparing purchase requirement requests.
- Coinciding and communicating with internal and external partners such as the United States Army Corps of Engineers (USACE), General Services Administration (GSA), or CBP Procurement to help execute high priority projects and contracts.
- Reviewing multi-year work plans developed by subordinate organizational units and subsequently coordinating the overall work.
- Serving as a Contracting Officer's Representative for projects where responsibilities include assisting with the development of statements of work, performing independent government cost estimates, reviewing contractor schedules and work plans, performing quality control on contractor work, and reviewing and processing contractor invoices.

Qualifications
- You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Completing program objectives and goals, advising the sequence and timing of key program events and milestones and evaluating program accomplishments; Resolving broad and complex planning, evaluation, control, and resource allocation problems, and providing authoritative advice to management on the use of substantial resources or extensive changes in established procedures prior to implementation; Formulating and directing written and oral strategies for a variety of program administrative processes, which may include programming, financial management, budget planning, project control, purchasing of supplies and equipment, logistics management, security management, and information technology support services.

Residency
