Program Manager
About the Role
Trace Systems is seeking an experienced Program Manager to lead the Enterprise Airborne Communications Network (EACN) support effort across Scott AFB, Joint Base Andrews, and Joint Base Lewis-McChord. This position is responsible for overall contract performance, workforce coordination, customer engagement, deliverables, metrics, and technical execution supporting Senior Leader Communications Systems-Airborne (SLC3S-A) and Mobility Air Forces missions. The project associated with this position is currently in the proposal stage.
Responsibilities
- Serve as the contractor's primary point of contact and maintain responsibility for overall management and performance of the PWS.
- Lead program execution across SAFB, JBA, and JBLM and ensure qualified staffing and continuity for mission-essential services.
- Plan and conduct annual Program Management Reviews with the Government EACN Program Manager and key stakeholders.
- Maintain and brief the Projects Status List, project milestones, points of contact, priorities, and bi-weekly status updates.
- Ensure a current Project Checklist is maintained for every project and updated through project completion.
- Prepare and submit accurate Monthly Status Reports and establish, maintain, and report service metrics.
- Oversee delivery of white papers, topology diagrams, installation and configuration guides, disaster recovery plans, security-compliance reports, and other required deliverables.
- Convene bi-weekly stakeholder teleconferences to resolve configuration issues, validate requirements, and establish priorities.
- Coordinate production baseline, configuration management, risk, schedule, quality, and customer communication activities.
Minimum Qualifications
- Active, in-scope US Government issued TS/SCI eligibility clearance.
- Due to the nature of the work and contract requirements, US Citizenship is required.
- Candidates must meet the applicable DoD 8140 qualification requirements for the assigned work role. DoD 8140 Work Role(s): 801 - Program Manager, Proficiency Level: Advanced; and may qualify through education, military training, certifications, or a combination thereof.
- Qualifying credentials include a bachelor's degree in Computer Science or Cybersecurity or Data Science or Information Systems or Information Technology or Software Engineering or completion of relevant military communications or network training. Qualifying certifications may include RCCE Level , CCISO, CISM, CISSO, CISSP, DAWIA PM Advanced, GFACT, or GSLC or other DoD 8140-approved certifications. Higher proficiency-level or equivalent DoD 8140-approved certifications applicable to the assigned work role may also be accepted.
- Current Project Management Professional (PMP) certification.
- 7+ years of progressively responsible program or task-order management experience supporting complex DoD IT, network, communications, or cybersecurity programs.
- Strong verbal and written communication skills and the ability to coordinate effectively with technical and non-technical personnel.
- Ability to work in a secure DoD environment and comply with applicable Air Force, installation, and program security requirements.
- Demonstrated ability to manage geographically dispersed technical teams and mission-essential operations.
- Ability to perform duties on-site at Scott AFB three to four days per week, or as requested by the Government EACN Program Manager.
Desired Qualifications
- Experience managing Air Force, Air Mobility Command, executive airlift, airborne communications, or EACN/A2G2 programs.
- Experience managing CDRLs, PMRs, service-level metrics, transition activities, and 24/7 operational support.
- Prior military service or experience supporting Department of Defense or U.S. Air Force customers.
- Experience supporting mission-essential communications in distributed, multi-site environments.
Education
Bachelor's degree in business, engineering, information technology, or a related field. Additional relevant experience may be considered in lieu of a degree.
Pay
Salary Minimum: $115,000 | Salary Maximum: $150,000
