About the Role

L3Harris Technologies is seeking an experienced Lead Program Manager to join its Spectrum Superiority segment. The Lead Program Manager will direct programs from capture and development through execution and completion, working with U.S. government organizations, prime contractors, strategic industry partners, and subcontractors. The role will support competitive pursuits, follow-on Engineering Change Proposals (ECPs), development programs, and production programs. The successful candidate will have ultimate responsibility for cost, schedule, technical performance, and financial outcomes, while developing strategies that support orders, revenue recognition, operating income, and free cash flow.

Responsibilities

  • Direct all phases of assigned programs from inception through completion.
  • Lead capture, development, execution, and production activities across complex defense programs.
  • Coordinate proposals, business plans, Statements of Work (SOWs), specifications, operating budgets, and contractual financial terms.
  • Participate in contract negotiations and contract modifications.
  • Develop win strategies and program execution plans that support profitable business outcomes.
  • Build and maintain strong relationships with government customers, L3Harris leadership, industry partners, and strategic stakeholders.
  • Shape and support technology insertion and refresh initiatives for established and emerging platforms, including LOS and BLOS communications.
  • Analyze complex program challenges and identify root causes using broad consideration of relevant variables.
  • Evaluate technical and business strategies and proactively recommend actions to leadership.
  • Develop courses of action for capture planning and program execution.
  • Manage major suppliers and subcontractors to ensure performance against program requirements.
  • Apply earned value management and risk management practices to monitor program performance.
  • Lead matrixed organizations across engineering, operations, finance, contracts, supply chain, and other functional areas.
  • Maintain accountability for program cost, schedule, technical performance, and business objectives.
  • Support competitive pursuits and follow-on value-added ECP opportunities.
  • Work with U.S. government organizations and prime contractors to achieve customer and company objectives.

Basic Qualifications

  • Bachelor's degree with 9+ years of relevant experience, or graduate degree with 7+ years of relevant experience.
  • Current or in-scope Secret security clearance with TS eligibility.
  • Strong program management experience within complex technical or defense environments.
  • Demonstrated ability to manage cost, schedule, technical performance, and financial objectives.
  • Strong negotiation, communication, and relationship-management skills.
  • Ability to lead cross-functional and matrixed organizations.
  • Ability to travel domestically and internationally up to 20%.
  • Ability to obtain and maintain required security clearances and meet applicable government eligibility requirements.

Preferred Qualifications

  • Experience with earned value management and program risk management.
  • Current or in-scope TS/SCI security clearance.
  • Experience managing major defense programs and government contracts.
  • Experience with U.S. Navy communications or weapons programs.
  • Experience managing suppliers, subcontractors, and strategic industry partners.
  • Strong technical and business expertise in defense technology and communications systems.
  • Experience developing capture strategies, proposals, ECPs, and business plans.
  • Proven ability to influence senior leadership and government stakeholders.
  • Strong understanding of LOS and BLOS communications technologies.

Work Environment & Travel

This is an on-site position based at one of L3Harris' facilities in Salt Lake City, UT; Carlsbad, CA; or San Diego, CA. The position follows a 9/80 schedule, with employees working 9 out of every 14 days for a total of 80 hours and receiving every other Friday off. Travel of up to 20% may be required domestically and internationally based on program, customer, supplier, and business requirements.
