Program Manager

One Federal Solution (OFS) is seeking an experienced Program Manager to support our Federal Government client in New London, Connecticut. The Program Manager will serve as the senior contractor manager responsible for day-to-day operational leadership, workforce supervision, quality control, contract administration, and coordination with Government stakeholders. The ideal candidate will bring significant leadership experience within a museum, cultural institution, public attraction, or similar nonprofit environment and have demonstrated experience managing personnel, budgets, operational performance, and public-facing programs. Key Responsibilities Provide day-to-day leadership and oversight of contractor personnel and operational support activitiesDirect and supervise personnel supporting administration, visitor services, volunteer coordination, education, IT/AV, exhibit maintenance, and event supportServe as the primary contractor liaison with Government stakeholders regarding performance and operational requirementsManage staffing, scheduling, performance, and workforce coverage to support operational requirementsManage contractor invoicing, staffing costs, performance records, and related contract administration activitiesDevelop, maintain, and implement Standard Operating Procedures (SOPs) for contractor-supported functionsSupport property accountability and inventory activitiesParticipate in transition meetings, performance reviews, and other Government meetingsMonitor operational performance and support the development and tracking of performance measures and KPIsSupport risk management, issue resolution, and operational continuityFoster effective communication and collaboration across operational, administrative, technical, and public-facing teams Qualifications & Requirements Bachelor's or master's degree in Museum Studies, Art History, Business Administration, Public Administration, or a related fieldSeven (7) or more years of progressively responsible leadership experience in a museum, cultural institution, public attraction, or similar nonprofit environmentAt least three (3) years of experience managing budgets and personnelDemonstrated experience with personnel and performance managementFamiliarity with museum or comparable institutional operations, including registration, collections care, exhibition production, and facility managementExperience planning and monitoring complex operating budgets and labor expendituresExperience with recruitment, workforce management, and employee performanceDemonstrated ability to translate strategic objectives into actionable work plans and KPIsStrong leadership, communication, organizational, and stakeholder-management skillsMust be able to successfully complete required Federal background and suitability screening Highly Desired Qualifications Experience managing museum operations or similar public-facing cultural institutionsExperience with crisis and operational risk managementExperience implementing modern museum technologies, collection management systems, or digital visitor engagement toolsStrong interpersonal skills with the ability to coordinate across creative, administrative, operational, and technical teams This position is tied to a future business opportunity.
