About the role
Keystone Advisors is seeking a Program Manager to support the United States Marine Corps (USMC) Deputy Commandant Programs and Resources (DC P&R), Budget & Execution (B&E) Division Financial Management Support Services. This is a hybrid position with the primary place of performance at the Pentagon, allowing for telework. The candidate must reside in the District of Columbia, Maryland, or Virginia (DMV) area.
Responsibilities
- Manage or team to oversee overall contract management, quality assurance, risk management, staffing oversight, and customer engagement.
- Provide financial management support services including technical, administrative, and professional services to assist DC P&R B&E in sustaining, improving, and optimizing HQMC fiscal execution business processes across various financial systems.
- Support financial execution data management, analysis, and reporting.
- Monitor field-level execution and make corrections as needed.
- Offer current year financial operations support.
- Develop Oracle Analytics Server (OAS)/OBIEE reports.
- Ensure compliance with USSGL and financial statement interfaces.
- Analyze civilian personnel data.
- Support advanced financial training.
- Optimize fiscal workflows and business processes to enhance operational efficiency.
- Reduce processing timelines and align with Marine Corps strategic financial goals.
- Provide timely, accurate, and actionable financial analysis to inform leadership and stakeholders.
- Increase financial data accuracy, reliability, and transparency throughout the execution lifecycle.
- Validate financial transactions and records to ensure compliance with fiscal law, DoD regulations, and Marine Corps policy.
- Improve audit readiness and financial discipline through enhanced internal controls and process documentation.
- Perform other related duties as assigned.
Requirements
- Bachelor's Degree
- At least nine (9) years of federal financial management, federal process improvement, and strategy experience (preferably in DOD)
- Minimum four (4) years of management experience
- Certifications in Data Analytics and SQL
- Experience in overall contract management, quality assurance, risk management, staffing oversight, and customer engagement
