Program Manager

Responsibilities

• Lead a team for the preparation, execution and management of the DTRA resource portfolio
• Provide oversight of a team supporting agency program and budget development, formulation, execution and manpower resource requirements
• Incorporate best practices into the management and controls structure of Financial Management for: Program and Budget Support, Financial Operations, Finance and Accounting, Cross-cutting Comptroller Support, Chemical and Biological Defense Program (CBDP) support, and Defense Agencies Initiative (DAI) and Financial Systems Sustainment Support
• Manage a geographically dispersed team
• Understand all phases of Programming, Planning, Budget Formulation and Execution (PPBE)
• Serve as the Sr Advisor to the DTRA Comptroller and other Directorate Government Leads

Skills

• Team Leadership in a Comptroller (Financial/Budget) environment
• Project Management experience including financial tracking, quality control of deliverables and project staffing experience
• Ability to manage multiple projects simultaneously
• Strong federal audit/internal controls experience
• Proficient in understanding Federal, DoD, FAR, and DFAR regulations, guidelines, standards, and concepts; or other relevant industry policies and best practices
• Knowledge and experience in US Federal Civil agencies and DoD agencies preferred
• Strong communications skills

Qualifications

• 10+ years in Program Management with cost, schedule and performance responsibilities
• Experience working in a program office for systems development and acquisition or similar organization
• PMP desired
• Bachelor’s in Business Management, Accounting or Finance preferred
