About the role

HPI is a respected industry leader with over 44 years of experience serving customers as a third-party administrator offering health and benefit solutions to employers. We combine the expertise of a long-standing company with an entrepreneurial spirit, valuing integrity, flexibility, loyalty, compassion, and dedication. As a Program Manager, you will oversee a portfolio of related projects and initiatives, ensuring they collectively deliver strategic business value and outcomes across the enterprise.

The Program Manager drives program strategy, alignment, and governance while guiding project teams on scope, schedule, financials, dependencies, and quality standards. This role serves as a hands-on driver and architect of delivery, shaping how projects fit together, anticipating impacts, removing barriers, and fostering cross-functional collaboration. You will leverage data to guide decision-making, uncover synergies, and drive continuous process improvement.

Responsibilities

  • Provide strategic program leadership by overseeing governance, prioritization, and resource allocation across multiple project portfolios to ensure alignment with organizational goals, budgets, and schedules.
  • Identify synergies and interdependencies across projects and business areas by researching, investigating, and conducting deep discovery and analysis to surface connections, manage cross-project risks, and guide teams toward integrated, enterprise-wide solutions.
  • Act as an architect of the program’s delivery approach by mapping how projects interrelate, identifying cross-functional impacts and dependencies, and proactively driving resolution when intersections create conflicts, risks, or competing priorities.
  • Develop, maintain, and communicate program roadmaps, including program-level plans, schedules, budgets, and documentation that support transparency, alignment, and long-term planning.
  • Leverage data-driven insights to support decision-making, establish meaningful metrics, and monitor value realization, ensuring the program delivers expected business benefits and supports continuous improvement.
  • Foster a culture of accountability, innovation, and excellence by collaborating with project managers, cross-functional teams, and leaders to improve processes, enhance delivery practices, and support organizational maturity.
  • Influence without authority, effectively guiding internal teams, external partners, and technical resources to ensure successful delivery across all program initiatives.
  • Build strong relationships and navigate organizational dynamics to drive alignment and outcomes.
  • Champion robust change management practices to support stakeholder readiness, adoption, and sustained use of program outcomes—ensuring the program delivers its intended value and measurable business benefits.
  • Develop and maintain comprehensive program reporting, including dashboards, status reports, and analytics that provide transparent visibility into progress, risks, and value delivery.
  • Apply standardized project and program management tools, frameworks, and methodologies in partnership with project managers, project teams, and leadership to ensure consistent execution across the portfolio.
  • Deliver concise, executive-ready communications, synthesizing complex information into clear insights for senior leadership, governance forums, and key stakeholders.

Requirements

  • Bachelor’s degree in business administration, information technology, or a related field.
  • Project management certification or specialized training by PMI or in project methodology (Agile, AI-augmented project management, etc.).
  • Recent experience (within the last 2 years) in health insurance/managed care or third-party administration environments.
  • Minimum 4 years of hands-on project leadership (IT and/or business) across the full lifecycle.
  • Experience with MS Project, Smartsheet, Jira, Confluence, Planner, or similar PM/BA toolsets.
  • Demonstrated experience in organizational change management and willingness to vocalize change management concepts and mindset.
  • Bias for action and a strong sense of ownership; takes initiative, drives decisions to closure, and moves work forward even amid ambiguity.
  • Relentless follow-through; tracks commitments, escalates and unblocks issues, and ensures cross-functional teams deliver against agreed outcomes and timelines.
  • Data and analytics literacy to inform decision-making and program outcomes.
  • Excellent written and verbal communication skills; comfortable interacting with executives, managers, SMEs, and external partners.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint).
  • Service orientation; strong interpersonal and customer-facing skills.
  • Integrity, ethical practice, and confidentiality.
  • Strong problem-solving, facilitation, and influencing without authority.
  • Organization, self-motivation, and sound decision-making under time constraints.
