The Program Manager

Provides overall leadership and strategic direction for the program, ensuring alignment with PSD's mission objectives and contractual commitments.

• Manages program scope, budget, schedule, staffing, and risk, while serving as the primary point of contact with PSD leadership.
• Serves as the primary point of contact with PSD leadership, stakeholders, and clients, ensuring clear and effective communication at all levels.
• Leads governance processes, including reporting, performance tracking, and compliance with contractual and regulatory requirements.
• Manages issue and escalation resolution, ensuring timely decision-making and mitigation strategies.
• Provides technical and management leadership on major tasks or technology assignments.
• Establishes program goals, plans, and performance metrics to meet project and customer objectives.
• Directs and controls activities related to financial management, methods, and staffing, ensuring all technical requirements are met.
• Collaborates with cross-functional teams, including technical leads and senior management, to drive program success.
• Fosters a culture of accountability, innovation, and continuous improvement across the program team.
• Supervises and mentors staff, providing guidance, performance feedback, and career development opportunities.

Requirements

• Bachelor’s degree required; a master’s degree preferred.
• A bachelor’s degree with an additional three (3) or more years of relevant experience may substitute for a master’s degree.
• Minimum of nine (9) years of directly related experience in program or project management.
• Demonstrated expertise in program management, including financial management, risk management, staffing, and client engagement.
• Strong leadership skills with proven experience directing cross-functional teams and managing large, complex programs.
• Exceptional stakeholder engagement, negotiation, and communication skills.
• Ability to manage competing priorities in a fast-paced environment with critical decision-making responsibilities.
• Domain and expert technical knowledge relevant to the program's scope.
