About the role
The Program Manager plans, manages, controls, and executes events under the project's life cycle to ensure fulfillment of contract requirements and program objectives.
Responsibilities
- Be responsible for all aspects of the deployment and management of contractor support personnel.
- Fully coordinate and collaborate on all tasks, activities, requirements, and issues as they pertain to the support of the customer.
- Identify issues and adapt program plans according to the customer’s feedback on program cost, performance, quality, schedule, and risk.
- Develop plans and schedules, and define and document the implementation of requirements.
- Use established program management procedures to monitor cost, schedule, and performance; assess variances of the plan and take necessary corrective action.
- Review and clarify the customer’s contract requirements and needs as they are dispensed from the customer’s requirements management tool and propose cleared, qualified personnel to expeditiously fulfill the requirements.
- Identify potential downstream issues that may negatively affect meeting customers’ requirements and provide recommendations to mitigate those negative impacts.
- Manage the customers' expectations with proactive, consistent, and transparent communication.
- Act with full authority on behalf of the Contractor and execute unilateral decision-making on all contract matters relating to the daily operation of this contract, ensuring continuity of support during Contractor personnel changes and approving TO staffing alignments/allocations.
- Interface with the CO, COTR, and Government leadership.
- Oversee the execution of the contract Transition Plan.
- Oversee the management and implementation of the PMP.
- Serve as the primary point of contact for formal discussions with the Sponsor, including frequent customer interaction with the intent to sustain and improve customer satisfaction.
- Review business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
- Oversee the Contractor’s Environmental, Health, and Safety functions, ensuring that all safe work practices are being followed.
- Monitor cost control, financial reports, budgeting, and overall operating costs.
- Oversee the coordination of work priorities and monitoring of methods, procedures, and programs.
- Improve cost-effectiveness and efficiency.
- Oversee the monitoring and inspection of maintenance, repair, and service operations for quality control and contract compliance.
- Ensure that management and contract reports are accurate before submission.
Requirements
- A bachelor’s degree from an accredited university in business management or engineering and ten (10) years of experience in management-level positions in OCONUS and high-tempo environments, or
- A bachelor’s degree in another field and a total of ten (10) years of experience in management-level positions in OCONUS and high-tempo environments, and at least six (6) years of experience in the field of engineering or business (years of experience in engineering and business can be concurrent), or
- A high school, vocational school, or trades school diploma or equivalent and a minimum of fifteen (15) years of experience in management-level positions in OCONUS and high-tempo environments, and at least six (6) years of experience in the field of engineering or business (years of experience in engineering and business can be concurrent).
- Current and active Project Management Professional Certification or equivalent.
- Personnel management experience with excellent oral and written communication skills.
- Experience working with the IC or DoD.
- Possess an active TS security clearance at the start of the contract.
Work Environment
- CONUS-based in the Washington Metropolitan Area (WMA) with travel up to 25% of the time.
- The Program Manager shall be present in the WMA and available during business hours.
- Outside of business hours, the Program Manager shall respond within two (2) hours of notification (notification is considered complete when the customer makes the call to the designated POC).
- The POC shall be available by telephone twenty-four (24) hours a day, seven (7) days a week, including holidays.
Other Responsibilities
- Safety: Enforce a safety culture where all employees are responsible for continuously developing and maintaining a safe work environment. Complete all training requirements, fulfill self-aid/buddy aid responsibilities, participate in emergency response tasks, and serve on safety committees and teams.
- Quality: Consistently provide services that meet customer expectations. Each employee must conform to the Amentum Quality Policy and carry out job activities in compliance with applicable Amentum Quality System documents and customer contracts.
- Procedure Compliance: Read, understand, and implement the general and specific operational, safety, quality, and environmental requirements of all plans, procedures, and policies pertaining to the job.
